3J Consulting has promoted Mercedes Serra to planning lead. She will manage the firm鈥檚 current planning team. Serra works with clients to conduct code research, prepare land use entitlements, and give presentations at public hearings. As an urban designer, she assesses feasibility and prepares site designs.
