• An application for early assistance has been submitted for a proposal to redevelop an existing 62-unit affordable housing community at 3234 S.E. 136th Ave. The proposal calls for constructing new buildings and renovating some existing ones as well as the associated parking area. The final unit count would be 117 in multiple three-story garden apartments buildings. Todd Knudson of LRS Architects Inc. is the applicant and Innovative Garden Park LLC is the project owner.

• An application for early assistance is pending for a proposal to build a four-story, approximately 173,000-square-foot self-storage facility at 2700 S.E. Tacoma St. Site improvements would consist of grading and other work such as parking, landscaping, utility upgrades and buffer enhancements. Russ Colvin of Clear Sky Capital is the applicant and Pacific SE Tacoma Street LLC is the project owner.

• An application for early assistance is pending for a proposal to build a speculative warehouse as 12350 N.E. Sandy Blvd. The proposal calls for demolishing the existing building and then constructing a 256,458-square-foot, concrete tilt structure. Type III-B construction would be used; occupancy would be S-1/B. Site improvements would include landscape, hardscape and ancillary support structures. The applicants are Ben Brodsky and Ken Barnhart of Prologis. The project owner is RFC Joint Venture & HFK Realty Partners.

• An application for early assistance is pending for a project at 3060 S.E. Stark St. Plans call for construction of a four-story independent living apartment building with at least 125 units, and redevelopment of Laurelhurst Village’s parcels two and three. A height adjustment might be requested. The proposal calls for three phases. Phase one would be demolition of the existing nursing facility; phase two would be improvement and expansion of the upper and lower parking area for staff and fire access; and phase three would be redevelopment of parcels two and three. Parcel three may be detached and sold to another developer. The applicants are Cynthia Schuster of LRS Architects Inc. and Albert Castaneda of Point Development. The project owner is OR4 Laurelhurst LLC.

• An application for early assistance is pending for 11 townhomes at 6330 N. Lovely St. Vehicle access would be via an alley. Stormwater would be handled via an on-site dry well. James McGuirl of McGuirl Designs & Architecture is the applicant and Portland Housing Investors LLC is the project owner.
