Building permits issued for Oct. 18-24, 2021

• A $900,000 alteration permit was issued for tenant improvements to serve Multnomah University, at 8435 N.E. Glisan St. Work involves a change of use from classrooms to biology and chemistry labs. The applicant is Jason Olson of LSW Architects, the project owner is Multnomah University, and the contractor is Larry Kennebeck (Todd Construction).

• Two new construction permits totaling $1.5 million were issued for concrete deck work at Modera Morrison, at 1130 S.E. Morrison St. The applicant is Craig Yundt of MCRT PNW Construction, the project owner is CH Morrison LLC of Portland, and the contractor is David Johnson (MCRT PNW Construction).

• A $41,968,435 new construction permit was issued for an eight-story mixed-use building at the Pepsi Blocks, at 875 N.E. 27th Ave. Building A will have 219 apartments, amenities, retail space and underground parking. The permit includes construction of a woonerf (a Dutch-style multimodal street) and a plaza. Site work also is planned. The applicant is Matthew Sullivan of Mithun. The contractor is R&H Construction Co. The project owner was not listed.

• A $21,924,650 new construction permit was issued for a tilt-up distribution warehouse with office and site improvements at Prologis Lot E, 515 N. Schmeer Rd. The applicant is Michael Terpner of Mackenzie, the project owner is Prologis LP of Denver, and the contractor is Guy Blanchard (Sierra Construction Co. of Woodinville, Washington).

Building permit intakes for Oct. 18-24, 2021

• A $750,000 addition permit is under review for a renovation and partial change of occupancy at 544 S.E. Oak St. A seismic upgrade and construction of a new corridor and stairway are planned. The applicant also requests legalization of an unpermitted floor addition. Steve Fosler of Fosler Architecture is the applicant, the project owners are William Wright and the William S. Wright Living Trust, and the primary contractor is out to bid.

• A $515,000 alteration permit is under review for tenant improvements to suit a new dental tenant at 6610 S.W. Capitol Highway. Work includes connecting two suites and reconfiguring demising walls, replacing balconies, windows and doors and installing a new façade in some places. The applicant is Nathan Arnold of Faster Permits, the project owner is Ticket Properties LLC, and the primary contractor is out to bid.

• A $500,000 alteration permit is under review for repair of a 30,000-square-foot roof at 14321 N.E. Whitaker Way. Work includes reroofing, repairing skylights and replacing a damaged hatch and ladder. The applicant is Mike Coyle of Faster Permits, the project owner is Unifirst Corp. of Wilmington, Massachusetts, and the contractor is James E. John Construction Co. of Vancouver, Washington.

• A $2.7 million new construction permit is under review for a new three-story mixed-use building at 1460 N.E. Prescott St. The structure would have a basement, first- and second-floor retail spaces and a third-floor residence. The applicant is Terry Amundson of Koble Creative Architecture LLC, the owner is Vallea Properties LLC of Orlando, Florida, and the contractor is BGC Inc.

• A $971,858 new construction permit is under review for a three-story, 14-unit apartment building at 4961 S.E. 73rd Ave. This is Building B. The applicant is James McGuirl of McGuirl Designs & Architecture, the owner is Geotech Living at Foster LLC, and the primary contractor is out to bid.

• A $990,757 new construction permit is under review for a three-story, 16-unit apartment building at 4961 S.E. 73rd Ave. This is Building A. The applicant is James McGuirl of McGuirl Designs & Architecture, the owner is Geotech Living at Foster LLC, and the primary contractor is out to bid.

• A $3 million new construction permit is under review for deep soil mixing, excavation and demolition in preparation for a future building at the Columbia Boulevard Wastewater Treatment Plant, at 5001 N. Columbia Blvd. At the same address, a $990,000 new construction permit is under review for installation of three make-up air units on the SLPR building’s roof. The applicant is Julietta Randles of the Bureau of Environmental Services, the project owner is the city of Portland, and the contractor is Kiewit Infrastructure West Co.

Facility permits issued for Oct. 18-24, 2021

• A $939,557 million alteration permit was issued for crane installation, partial demolition of an existing crane and related work at 6936 N. Fathom St. The applicant is Robert Frazier of Kirby Nagelhout Construction, the project owner is Daimler Trucks North America, and the contractor is Kirby Nagelhout Construction. An additional $80,000 permit for jib cranes at the location was also issued. The applicant for that work is Ethan Moser, and the contractor is Konecranes Inc. of Springfield, Ohio.

• An $11.5 million new construction permit was issued for aluminum-framed curtain wall on levels 19 to 33 at Block 216, at 970 S.W. Washington St. The applicant is Megan Cook-Eichelberger of Balfour Beatty Construction in Portland. The owner is Block 216 LLC of Portland. Balfour Beatty Construction LLC of Goldsboro, N.C., is the contractor.

• A $701,344 alteration permit is under review related to basement and fifth-floor tenant improvements for SERA Architects in the Galleria Building, at 600 S.W. 10th Ave. SERA’s Patrick Sullivan is the applicant, and the owner is UPG Galleria Property Owner LLC of Seattle. No contractor was listed.

• A $695,000 alteration permit is under review for tenant improvements to suit Mondelez at Rivergate Building A, at 14510 N. Lombard St. Work will include demolition of existing walls and construction of new ones to create offices, break rooms and more, installation of interior chain-link fencing and turnstile gates and new dock seals. Work also will include ceiling, flooring, finishes, plumbing and electrical. The applicant is Irene Connor of Ware Malcomb in Bellevue, Washington, the project owner is the Port of Portland, and the primary contractor is out to bid.

• A $2.1 million alteration permit is under review for a seismic upgrade at 724 S.W. Taylor St. Tim Dudley of GBD Architects is the applicant, Columbia Sportswear Corp. is the project owner, and Tom Mitchell (Walsh Construction Co.) is listed as the contractor.
