  • A pre-application conference is being sought for a proposal to construct a seven-story market-rate apartment building at 1900 S.W. Fifth Ave. Plans call for approximately 250 units, ground-floor retail space and basement parking. Kurt Schultz of SERA Architects is the applicant. The project owners are Oregon Pacific Investment and Development Co. and First Interstate Bank of Oregon.
  • A Type 2 procedure (adjustment) is pending for 1618 N.W. Northrup St. A change from household living to retail sales and service is being sought. The proposal calls for a minimum 6-foot-wide pedestrian connection system to go to all the main entrances on the site and to provide connections to surrounding sites. Work would involve parking areas and bicycle parking. Eli Metcalf of Harka Architecture is the applicant and Kevin Baron is the project owner.
  • A Type 2 procedure (design review) is pending for an eight-story, 105-unit mass-timber affordable housing project at 9919 N.E. Glisan St. The proposal is subject to a Type 3 procedure, but the applicant is choosing a Type 2. The building would hold a mix of studios, one-bedroom units, two-bedroom units, three-bedroom units and ground-floor retail space. Six of the units would be designated as accessible dwellings. Amenities would include a lobby and common area, a co-working space, a community room, an outdoor roof terrace, indoor bike storage, and central laundry space. No owner was listed.
  • An application for early assistance is pending for a project to convert a retail space into a tasting space and tap room for Great Notion Brewing, at 2105 S.E. Division St. Ryan O’Connor of Great Notion Brewing is the applicant and 5 Elements Northwest is the project owner.
  • An application for early assistance is pending to construct a hiking trail between Marshall Park and Tryon Creek State Park. The trail would replace an informal path and include five bridges over seasonally wet ravines. The total length of the proposed segment is slightly more than half a mile. Iris Benson of the Oregon Parks and Recreation Department is the applicant, and the city of Portland is the project owner.
  • A Type 2 procedure (design review) is pending for seismic upgrades at 2121 S.W. Fourth Ave. The upgrades would involve use of an exterior shotcrete cladding material on the north and south center ascent panel. The minor modification would extend from the ground floor to the sixth floor and would further balance the design coherency for pedestrians viewing the building from afar. Will Grimm of First Forty Feet is the applicant and BPM-UB LLC is the project owner.
  • A Design Advice Request hearing is pending for changes to a previously approved mixed-use development along South Bond Avenue (within the 97239 zip code) in the South Waterfront District. Wade Johns and David Samson of Alamo Manhattan are the applicants. AM/DRI Willamette LLC is the project owner.
