• A Type 3 procedure (conditional use) is pending for a proposal to replace the 6,060-square-foot Holgate Library, at 7905 S.E. Holgate Blvd., with a new 21,000-square-foot library. Emily Wilson of Bora Architecture & Interiors is the applicant, and the Multnomah County Library District is the project owner.
• A pre-application conference is being sought for a proposal to construct a multifamily building with 110-150 units at 28 N. Russell St. Three adjoining lots would gain a structure with five to seven stories atop a two-story podium. The building would have active ground-floor uses and parking. Annie Carlton of Deacon Development is the applicant. The project owners are Anthony and Rose Neisz.
• A Type 2 procedure is pending for property along North Lombard Street (within the 97203 zip code). The proposal calls for installation of six upland mooring structures at a ship docking facility. Each structure would be approximately 14 feet by 14 feet with five piles each. Also, a new fence and a gate would be installed in the paved parking area. Sydney Gebers of Grette Associates is the applicant, and the Port of Portland is the project owner.
• A Type 2 procedure (adjustment) is pending for a project to construct a new four-story, 39,965-square-foot mass-timber office building, at 2375 N.W. Savier St. The building would hold the headquarters of Thesis, a digital marketing agency. The site would have 15 surface parking spaces. Doug Sheets of LEVER Architecture is the applicant, and 1706 LLC is the project owner.
