• A Type 2 procedure (historic resource review) is pending for 1736 N.E. Schuyler St. The proposal calls for construction of a three-story, approximately 2,200-square-foot triplex. The 50-foot-by-100-foot site holds a 3,260-square-foot triplex, which would remain. An existing garage on the site would be demolished. Kevin Bailey of ELB Investment Group LLC is the applicant and project owner.
• A Type 2 procedure (design review with modifications) is pending for Block 45 along South River Parkway. Two modifications to the 2017 zoning code are sought to accommodate the new grocery store. One is for the percentage of windows along the ground-level wall length to be 34 percent rather than the required minimum of 50 percent. A second is to allow parking and loading access off of River Parkway, which is an access-restricted street. The applicants are Jeancarlo Saenz of Hensley Lamkin Rachel Architects and David Samson of Alamo Manhattan. The project owner is AM/DRI Willamette LLC.

• A Type 2 procedure (environmental review) is pending for property within Forest Park along Northwest Cornell Road. Ten trees would be removed to provide sufficient clearance for installation of a new voltage line on existing distribution poles. The voltage line would power the recently completed lighting upgrades in the eastern Cornell tunnel. Tina Tippin of Portland General Electric is the applicant, and the city of Portland is the project owner
• A pre-application conference is pending for a project along Northwest Quimby Street (within the 97209 zip code). The proposal is for construction of a roughly 20-story, 400-unit high-rise. It would share a three-story concrete podium with a four-story wood building. The podium would hold a parking garage that would extend one level below grade, with access from the train tracks along Northwest Naito Parkway. The podium’s two upper levels would be ringed by residential units. The ground floor would have retail space as well as residential lobbies and amenities. Marcus Lima of GBD Architects is the applicant and Hoyt Street Properties is the project owner.
