  • A Type 2 procedure (adjustment) is pending for 7003 N.E. 27th Ave. Plans call for redevelopment of Dekum Court, an existing 40-unit apartment complex, into a 187-unit complex with a community center. The project would start with demolition of the site’s Head Start building and then construction of two new buildings. All current residents would move into the new buildings, and then remaining buildings would be demolished. Construction of the final three buildings and the community center would follow. Chandra Robinson of LEVER Architecture is the applicant and Home Forward is the project owner.
  • A Type 2 procedure (greenway) is pending for 3628 N.W. Front Ave. Plans call for construction of a two-story, 9,400-square-foot warehouse and office building with an eight-space surface parking lot and 12 short-term bicycle parking spaces. Stuart Lindquist of Lindquist Lands LLC is the applicant and project owner.
  • A Type 1x procedure (historic resource review) is pending for 710 N.W. 14th Ave. Crane Flats and Lofts would gain a 300-square-foot patio on the second story. The addition would not be visible from the street. Kyle Helm of Mortenson Company is the applicant and Crane Building LLC is the project owner.
  • An application for early assistance is pending for 1734 N. Rosa Parks Way. Plans call for construction of a net-zero, three-story, multifamily development. The 12-unit building would have 8,200 gross square feet. Matthew Lillard of Baysinger Partners Architecture is the applicant and Jeffrey Shindler is the project owner.
  • A Type 2 procedure (historic resource review) is pending for 2336 S.W. Osage St. The proposal calls for replacing exterior stairs on the Envoy Condos building’s southeast side. The existing stairs are too damaged to be repaired. Alexander James of Miller Consulting Engineers is the applicant, and the Association of Unit Owners of Envoy Condo is the project owner.
  • An application for early assistance is pending for 4626 S.E. Clinton St. Home Forward is planning to develop an affordable housing complex with 180-200 units on the four-acre property. There would be one-, two-, and three-bedroom units, plus community and property management space. Units would be offered at 60 percent of the area’s median family income or less, which would trigger the deeper affordability floor area ratio bonus. The existing 70 units on the property would be demolished. Leslie Cliffe of Bora Architects is the applicant and the Housing Authority of Portland is the project owner.
  • A Type 2x procedure (planned development review) is pending for 2321 S.E. 89th Ave. The development would have 12 units – 11 townhouses and the existing house. Anatoliy Ponomarenko of Capital Estates LLC is the applicant and project owner.
  • Design review is pending for 3530 N. Mississippi Ave. A 252-square-foot covered outdoor dining area would be added to an existing restaurant. Bob Schatz of Allusa Architecture is the applicant and Miss Ave HQ LLC is the project owner.
  • Design review is pending for 450 S.W. Yamhill St. Plans call for construction of a curtain wall and polycarbonate security enclosure for the Apple Store at Pioneer Place. The addition is intended to protect the storefront against vandalism and destruction. Existing steel fencing would be removed to restore visibility between the retail environment and downtown Portland.
