Building permits issued for May 16-22, 2022

• A $600,000 new construction permit was issued for HVAC anchorage and bracing at the Columbia Boulevard Wastewater Treatment Plant, at 5001 N. Columbia Blvd. Jason Regier of Kiewit Infrastructure West is the applicant, the city of Portland is the project owner, and Kiewit Infrastructure West is the contractor.
• An $846,042 alteration permit was issued for work at Ainsworth Elementary School, at 2535 S.W. Vista Ave. The project includes reroofing the building, demolishing a masonry chimney and installing a new 6-foot-tall fence. Andy Borell of Studio Petretti Architecture is the applicant, Portland Public Schools is the project owner, and Erica Cheek (Skyward Construction) is the contractor.
• A $2,448,250 new construction permit was issued for the affordable housing development at 3000 S.E. Powell Blvd. Heat pumps will be installed to provide cooling in units. Mark Schmidt of Holst Architecture is the applicant, Home Forward is the project owner, and Colas Construction is the contractor.
• A $1 million new construction permit was issued for construction of a secure parking lot for Multnomah County Sheriff’s Office vehicles. The property is at the Hawthorne Bridge’s west bridgehead, on a parcel bounded by Southwest Naito Parkway, First Avenue and Madison and Main streets. Bjorn Clouten of SRG Partnership is the applicant, Multnomah County is the project owner, and James E. Anderson (Cedar Mill Construction) is the contractor.
• A $1,043,899 new construction permit was issued for construction of a three-story, 17-unit apartment building with associated site work at 8417 S.W. 24th Ave. Neither the applicant nor the project owner was listed. Gene Pavlenko (Anamic Construction) is the contractor.
• A $14 million new construction permit was issued for construction of a seven-story (five-over-two) building with 73 residential units at 1414 S.W. Park Ave. Parking will be provided for 12 cars and 38 bikes. Neither the applicant nor the project owner was listed. Bdc Construction of Portland is the contractor.

Building permit intakes for May 16-22, 2022

• A $1,070,030 alteration permit is under review for an interior remodel of a two-story building at 1067 N.E. Columbia Blvd. Work would include demolishing interior walls and casework and installing new walls, doors and finishes. Brian Hoeft of Scott Edwards Architecture is the applicant, the Oregon Humane Society is the project owner, and Lease Crutcher Lewis is the contractor.
• A $2,321,200 new construction permit is under review for construction of a four-story, 19-unit apartment building at 4406 S.E. Belmont St. Robert Thompson of TVA Architects and Dan Williams of Faster Permits are the applicants, VWR Belmont 44 LLC is the project owner, and VWR Development LLC is the contractor.
• A $1,823,390 new construction permit is under review for construction of a three-story, 11-unit apartment building at 2508 S.E. 32nd Ave., on a corner with Southeast Division Street. There would be retail space on the ground floor. Armin Quilici of Quilici Architecture and Design is the applicant, 3212 Division LLC is the project owner, and the primary contractor is out to bid.
• A $600,164 alteration permit is under review for tenant improvements at 310 N.W. 23rd Ave. Work would include installation of new partitions, ceilings, finishes, and related structural elements. Ken Swoyer of Interior Architects is the applicant, Urban Investments LLC is the project owner, and the primary contractor is out to bid.
• A $1.8 million new construction permit is under review for construction of a three-story, 11-unit apartment building with associated site work at 2515 S.E. 30th Ave. There would be retail space on the ground floor. Armin Quilici of Quilici Architecture and Design is the applicant, E LLC is the project owner, and Path Construction is the contractor.
• A $4 million new construction permit is under review for a four-story, 19-unit apartment building with associated site work and commercial space at Southeast Division Street and 45th Avenue. Lloyd Russell of Lloyd Russell, AIA is the applicant, the Parsley Russell Family Trust is the project owner, and Andy Lerritz (Deform NW) is the contractor.

Facility permits issued for May 16-22, 2022

• A $500,000 alteration permit was issued for ground-floor tenant improvements at Kaiser Permanente’s Nicolai Service Center, at 2850 N.W. Nicolai St. Work will include installation of ductwork, grilles, a boiler, a modular hybrid cooler, pumps, an air separator, an expansion tank, and piping and electrical. Total Mechanical Inc. of Camas, Washington, is the contractor.
• An $800,000 alteration permit was issued for ground-floor tenant improvements at Kaiser Permanente’s Nicolai Service Center, at 2850 N.W. Nicolai St. Work will include installation of a new housekeeping pad, three cooling towers and a Tuff Shed, construction of new interior walls, and ceiling, flooring, finishes, plumbing and electrical. Bremik Construction is the contractor.
• An $875,000 alteration permit was issued for work at Oregon Health & Science University’s facility at 745 S.W. Gaines St. Work includes demolishing walls and building new ones to create new offices and more. The project involves ceiling, flooring, finishes, plumbing and electrical work. Nate Gundrum (Mortenson Co.) is the contractor.

Facility permit intakes for May 16-22, 2022

• A $500,000 new construction permit is under review for installation of glass-fiber, reinforced gypsum panels for the multifamily portion of the Block 216 tower at 970 S.W. Washington St. Balfour Beatty Construction is the contractor.
• A $1 million alteration permit is under review for improvements to Alaska Airlines patio spaces at Portland International Airport, at 7000 N.E. Airport Way. Work would include minor demolition and construction of new walls to create temporary interior patio lounge areas. The work would include ceiling, flooring, finishes and electrical. Q&D Construction LLC of Reno, Nevada, is the contractor.
