Five construction permits totaling $15 million were issued last week by the Portland Bureau of Development Services for an affordable housing campus along the western edge of the Glenfair neighborhood.

Lawrence Apartments, previously called 148th Apartments, will include 96 housing units in a total of five buildings on Southeast 148th Avenue. Each one will be three stories and have 12-24 units. Also, a 1,500-square-foot community space, a play area, and two covered courtyards are planned.

Green Light Development and Home First Development are the project鈥檚 developers. Doug Circosta Architect is the designer and Constructive Inc. is the contractor.

Crews began working at the 2.33-acre site last week.

鈥淗ome First Development and Green Light Development are excited to bring 96 units of much needed affordable family housing to SE Portland,鈥� Home First Development owner Ben Pray stated in an email.

The apartments will have one, two or three bedrooms and be offered to prospective tenants at or below 30 percent of the area median income (AMI) and between 50-60 percent of the AMI, according to Green Light Development鈥檚 website. The project team is looking to serve Portland鈥檚 Zomi community 鈥� 鈥渁 predominantly Christian ethnic minority group from Myanmar, Bangladesh, and India, that have fled religious persecution,鈥� Green Light states.

The project is being paid for with Low-Income Housing Tax Credits, Local Innovation and Fast Track (LIFT) bond dollars, Oregon Affordable Housing Tax Credits, and Oregon Housing & Community Services Multifamily Energy Program funding.

鈥淥ur development will include the amenities, services and partnerships families need to thrive and we can鈥檛 wait to open the doors to the Lawrence Apartments in (fall) 2023,鈥� Pray wrote.
