Officials hailed the opening of a 56-unit affordable housing development in Ontario on Friday.

Developed by Milwaukie-based Northwest Housing Alternatives, River Bend Place is at 998 Fortner St. It was created via substantial rehabilitation of the former Presbyterian Community Care Center, which previously served the Ontario community for several decades.

With a total development cost of $17.8 million, it is one of the largest residential construction projects in Malheur County history. The project team included Carleton Hart Architecture and LMC Construction.

River Bend Place has 16 studios, 23 one-bedroom units and 17 two-bedroom units intended to meet the needs of individuals and families at or below 60 percent of the area median income. Rents will range from $377 to $970 per month.

Sixteen of the units will have supportive services and housing vouchers attached. Organizations including Lifeways, Community in Action, Euvalcree, Valley Family Health Care, the Oregon Department of Human Services and the Oregon Health Authority will provide services.聽In addition, a consortium of several other local service providers and community organizations will assist residents with food security, health care, employment, financial wellness and community engagement.

Amenities at River Bend Place include a large community room, several smaller meeting and living room spaces, case management and resident services offices, a telemedicine and counseling center, large outdoor sitting areas and substantial parking.

Funding for River Bend Place was provided by Oregon Housing and Community Services, the U.S. Department of Housing and Urban Development and National Equity Fund low-income tax credits. The Network for Oregon Affordable Housing provided permanent lending, Umpqua Bank contributed construction lending, and the Oregon Health Authority, the Roundhouse Foundation and the Ford Family Foundation provided other funding.
