  • Design review with modifications is pending for a proposal to construct a 15-story apartment building on a half-block site at 701 N.E. Seventh Ave. Plans call for 240 units. The building would include a community room, an amenity deck and an eco-roof. A modification is being sought to reduce the width of parking spaces near structural columns from the standard 8 feet, 6 inches to 7 feet, 9 inches. The modification would affect 91 parking spaces (about 55 percent of the total proposed). Steve Master of Master Development is the applicant and Master Development LLC is the project owner.
  • A Type 1x (replat) procedure is pending for the Oregon Museum of Science & Industry’s master-planned site, at 1945 S.E. Water Ave. This would be an interim land division prior to eventual replatting of tax parcel 1S1E03D-00300 if the Central City Master Plan process is successful. Schuyler Dury of KPFF is the applicant and OMSI is the project owner.
  • An application for early assistance is pending for 7548 N.E. 33rd Drive. The proposal calls for an upgrade to a pump station. The facility would be expanded east into the environmental ‘C’ overlay and into the neighboring site to the south. Phillip McCormick of the Bureau of Environmental Services is the applicant, and the city of Portland is the project owner.
  • An application for early assistance was submitted for a proposal to build a four-story, 150-unit affordable housing complex at 8050 S.W. Capitol Hill Road. The project would include indoor and outdoor amenity spaces, and parking. Spencer Deinard of LRS Architects is the applicant. The project owners are Casey and Michelle Edwards.
  • A request for design advice is pending for adaptive reuse of a historic building at 1819 N.W. Everett St. The proposal calls for altering the three-story building to hold a hotel, restaurant/bar, and private clubhouse. Also, a new building would be constructed at the southeast corner of Northwest 19th Avenue and Flanders Street. Andrew Becker of Hartshorne Plunkard Architecture is the applicant, and the Northwest Neighborhood Cultural Center is the project owner.

    A pre-application conference is pending for a proposed multi-block, mixed-use development at 1321 N.E. Couch St. The proposal calls for up to 704 dwelling units, ground-floor retail space and up to 599 parking spaces either below grade or at grade. The property is bordered by Northeast 12th Avenue to the west, Northeast 14th Avenue to the east, the Portland Tennis Center and Buckman Field Park to the north, and Northeast Couch Street to the south. Northeast Davis Street would separate the northern and southern portions of the development. The applicants are Katherine Schultz and Amy Thornton of GBD Architects. Weston Investment Co. is the project owner.

  • Design review is pending for a six-story affordable housing project at 4066 N.E. Grand Ave. Kafoury Court would have 40 units intended to serve Black seniors making 30 percent of the median family income or less. Thirty of the units would be permanent supportive housing. The building would have approximately 30,700 gross square feet and include a common room, exterior private areas, private balconies and enclosed sunrooms. The existing Kafoury Court Apartments (now vacant) on the lot would be demolished to allow new construction. The applicants are Nicholas Papaefthimiou and Jonah Gamblin of Design Research Office. Portland Community Reinvestment Initiatives is the project owner.
