A new sports and events facility under construction in Medford will be supported by right-of-way improvements approved by the city. (Perkins & Will)

Right-of-way improvements to Rossanley Drive/Oregon Route 238, related to the Rogue Credit Union Community Complex (Rogue X) being built at Howard Memorial Sports Park in Medford, gained approval on Thursday. The city passed an ordinance authorizing a Cooperative Improvement Agreement with the Oregon Department of Transportation.

In June 2020, the council authorized the issuance, sale and delivery of limited tax revenue and refunding bonds in an aggregate principal amount of up to $60 million for the purpose of financing all or a portion of a sports and events complex. In January 2022, the council authorized a Guaranteed Maximum Price amendment to the contract with Pence Construction for the Rogue X complex in the amount of $66.7 million.

The right-of-way upgrades will include installation of a mini roundabout at Cheshire Way, a 10-foot-wide multiuse pathway and pedestrian bridge over Little Elk Creek, right-of-way signage, lighting and landscaping, stormwater drainage facilities, and ADA-compliant sidewalks and curb ramps.

The mini roundabout will be built near the main entrance to the park and facility. This method of traffic-and-pedestrian control was identified as more cost-effective than a traffic signal. The speed limit will be reduced at the roundabout, Parks and Recreation Director Rich Rosenthal stated during Thursday鈥檚 council meeting.

鈥淚t was studied at great length by public works, by ODOT, by our park planners,鈥 he said.

These improvements, including engineering plans and inspections, are the financial responsibility of the city. Around $1.48 million is budgeted, with work to be done by Pence Construction. Engineering documents are nearing completion. Construction of the upgrades, which must be completed prior to issuance of a Certificate of Occupancy for Rogue X, is scheduled to take place in 2023.

Perkins & Will designed and engineered the project, along with local firms CDArchitects and ZCS Engineering & Architecture.

The Rogue X facility is currently under construction and is expected to open in fall 2023.
