A new mixed-use development, featuring a home improvement store, is proposed for the block to the east of Holladay Park in Portland’s Lloyd District.

The Portland Bureau of Development Services on Tuesday will host a pre-application conference with Lars Andersen & Associates of Fresno, California. Daniel Zoldak, the civil engineering firm’s chief operating officer, is the applicant.

Plans call for construction of ground-floor retail space fronting Northeast Multnomah Street, a Home Depot store with a garden center, and four stories (108 units) of residential units. The proposal calls for inclusion of approximately 727 parking spaces for motor vehicles – on a deck above the Home Depot store as well as in an underground garage.

Currently, the site (1380 N.E. Multnomah St.) is a parking lot between Holladay Park and the Regal Lloyd Center.

A Type III design review hearing is expected for the project.
