• Early assistance is being sought for a project to replace St. Mark’s Lutheran Church, at 5415 S.E. Powell Blvd., with 64,000 square feet of mixed-use development. The existing church would be demolished. About 7,000 square feet of the new space would be devoted to church-related use, 2,700 square feet to community space, and the rest to affordable housing units – lofts or apartments with one, two or three bedrooms. Brian Carleton and Jennifer Hoffman of Carleton Hart Architecture are the applicants, and St. Mark’s Evangelical Lutheran Church of Portland is the project owner.
• A pre-application conference is sought for a project at 11683 N. Landfill Road. The proposal calls for construction of a significant section of the 40-Mile Loop regional trail system as well as side trails and a viewing area. There would be design modifications to the section within the Smith and Bybee Wetlands Natural Area. Metro is the applicant and project owner.
• Early assistance is being sought for 4011 S.E. 174th Ave. The proposal calls for construction of a multifamily project with off-site and on-site improvements. Charles Moseley of Barghausen Consulting Engineers of Kent, Washington, is the applicant and SE Powell LLC of Grand Blanc, Michigan, is the project owner.
• A type 2 procedure (design review with modifications) is pending for 1430 N. Killingsworth St. Plans call for construction of a five-story, 154-unit affordable housing development. Modifications are being sought to reduce the number of loading spaces required and to not add landscaping next to a transformer. Jagira Hane and Joshua Scott of Koz Development in Snohomish, Washington, are the applicants and project owners.
• A type 3 procedure is pending for Jackson Middle School, at 10625 S.W. 35th Ave. Plans call for upgrades of athletic fields and associated parking. Steven Smith of Portland Public Schools and Suzannah Stanley of Mackenzie are the applicants, and School District No. 1 is the project owner.
• A type 2 procedure (historic resource review) is pending for 317 N.W. Davis St. Plans call for replacement of the metal roof. Work would include adding a bird deterrent system to protect the gutter system. Neil Lee (Chinese Consolidated Benevolent Association) is the applicant and project owner.
• Early assistance is pending for Oregon Health & Science University, at 3485 S. Bond Ave. Plans call for placing a wireless telecommunication facility on the Center for Health and Healing building’s penthouse roof and fifth-floor roof. Debbie Griffin and Sharon Gretch of Smartlink in Kirkland, Washington, are the applicants and Oregon Health & Science University is the project owner.
• Early assistance is being sought for a project at 7600 N. Willamette Blvd. Plans call for construction of a three-story, multifamily building. Steve Fosler of Fosler Architecture is the applicant and Modern Homes LLC is the project owner.
