  • Early assistance is being sought for 11108 S.E. Powell Blvd. The proposal calls for construction of a three-story, 50-unit affordable housing building with support spaces. There would be 13 parking spaces. Michael Magee of BDA Architecture and Planning is the applicant and Strategic Asset Acquisition LLC is the project owner.
  • Early assistance is being sought for Midland Park improvements. The proposal calls for adding ADA-accessible paved pathways, a playground, an outdoor reading area, a gathering area and site furnishings (i.e., benches, drinking fountain, signage, etc.). Travis Ruybal of Portland Parks & Recreation is the applicant and the city of Portland is the project owner.
  • Early assistance is being sought to extend a greenway trail in North Portland along North Kelley Point Park Road. The trail terminates at an undercrossing at Marine Drive. The proposal calls for extending the trail from its termination point into Kelley Point Park. It would be 14 feet wide with gravel shoulders on each side. Work would include tree clearance, earthwork and construction of bicycle and pedestrian bridges to span drainage ways. Travis Ruybal of Portland Parks & Recreation is the applicant and the city of Portland is the project owner.
  • A pre-application conference is being sought for 4225 N.E. 161st Ave. The proposal calls for creation of a waste-transfer facility primarily for separation of paint waste into oil-based and latex-based paint. Other uses would be accumulation of other solid wastes prior to shipment off-site for recycling and reclamation. There would be no disposal of any hazardous materials on-site. Katey Potter of Clean Earth Environmental Solutions of Tacoma, Washington, is the applicant and Maxwell Property Group LLC is the project owner.
  • Early assistance is pending for 3556 N.W. Front Ave. The proposal calls for reconfiguration of property lines to allow creation of a mass-timber manufacturing innovation center campus on the site’s upland area. The existing dredge operations and moorage would continue on the waterfront portion. Allison Reynolds of Stoel Rives LLP is the applicant and the Port of Portland is the project owner.
  • Design review (type 1 procedure) is pending for Modera Morrison, at 1130 S.E. Morrison St. Revisions are being sought to add mechanical louvers to the storefront and relocate two retail doors. Kurt Schultz of SERA Architects is the applicant and CH Morrison LLC is the project owner.
  • Early assistance is pending for 2901 S.W. Canby Court. Plans call for a 14-unit, two-story and three-story, cottage-cluster-style housing project. The development would include roughly 20,000 square feet of interior space, 14 surface parking spaces, and approximately 5,000 square feet of exterior common area. Jonah Gamblin of Design Research Office is the applicant and Shannon Markey is the project owner.
  • Historic resource review (type 2 procedure) is pending for Multnomah County’s North Portland Library, at 512 N. Killingsworth St. Plans call for a seismic and interior renovation of the library, construction of an approximately 600-square-foot addition, and construction of an approximately 900-square-foot Black cultural center. Chandra Robinson of LEVER Architecture is the applicant and Multnomah County Library District is the project owner.
