Building issued for Dec. 5-11, 2022

  • A $600,000 demolition permit is under inspection for 135 N.W. Park Ave. Plans call for demolition to grade only of an existing five-story, unreinforced masonry, wood-framed, brick building with a basement. Mike Coyle is the applicant, CH Portland Park Ave LLC is the project owner, and Deacon Construction is the contractor.
  • A $790,500 new construction permit was issued for 3820 S. River Parkway. Work at Block 41 will involve a curtain wall and storefronts. An additional $45,500 new construction permit was issued for a window washing and fall restraint system. Kevin Skurdahl of Andersen Construction is the applicant, Am/Dri Willamette LLC is the project owner, and Michael Carrigg (Andersen Construction) is the contractor.
  • A $5,000,000 new construction permit was issued for the Columbia Boulevard Wastewater Treatment Plant, at 5001 N. Columbia Blvd. Work will involve construction of a solids loading building.   • An $864,996 new construction permit is under inspection for 9060 N.E. Hoyt St. Plans call for construction of a three-story, 12-unit apartment building. Baton & Co LLC of Vancouver, Washington, is the contractor. Neither the applicant nor the project owner was listed.
  • A $39,000,000 new construction permit was issued for the Columbia Boulevard Wastewater Treatment Plant, at 5001 N. Columbia Blvd. Work will involve construction of a three-story sludge processing building. Kiewit Infrastructure West is the contractor. Neither the applicant nor the project owner was listed.
  • A $20,000,000 new construction permit was issued for 3260 S.E. Milwaukie Ave. Work will involve construction of a five-story, 120-unit apartment building with ground-floor amenity and support spaces, and structured parking. There will also be site work. Demolition of the existing structure is under a separate permit. Truebeck Construction of San Mateo, California, is the contractor. Neither the applicant nor the project owner was listed.

  • A $550,000 new construction permit is under review for 2375 N.W. Savier St. Plans call for storefront work. Lee Cyrus of Swinerton Builders is the applicant, 1706 LLC is the project owner, and General Sheet Metal Works is the contractor.
  • A $1,320,000 alteration permit is under review for 15 S.E. 55th Ave. Plans call for replacing windows, siding, and roofing. Ron Jackson of Lenity Architecture is the applicant, LHH Property LLC is the project owner, and PDG Construction Services is the contractor.
  • A $1,800,000 new construction permit is under review for 8124 S.E. Cora St. Plans call for construction of a three-story, 19-unit apartment building. Steve Fosler of Fosler Architecture is the applicant, Yong Hua Dong and Yinghong Qiu of Happy Valley are the project owners, and the primary contractor is out to bid.

  • A $620,000 alteration permit was issued for Umpqua Bank Plaza, at 1 S.W. Columbia St. A tenant improvement for suite 1700 will include minor demolition as well as construction of new walls to create a reception area, conference rooms, offices, a break room, a copy room, two information technology rooms, a library/storage room, a coffee area, a wellness room, open office areas, and more. Work will also involve ceiling, flooring, finishes, plumbing, and electrical. Robert Todd Construction is the contractor.
  • An $825,000 alteration permit was issued for 1900 S.W. Fourth Ave., unit 2. A tenant improvement for the third floor will include demolition of existing walls and construction of new ones to create a lobby area, a kitchen/break room, offices, conference rooms, focus rooms, a mail room, a janitorial closet, open office areas, and more. Work will also involve ceiling, flooring, finishes, plumbing, and electrical. Adan Vazquez (Swinerton Builders) is the contractor.
  • A $500,000 alteration permit was issued for 638 S.W. Fifth Ave. A tenant improvement for the fifth floor will include minor demolition as well as construction of new walls to create a conference room, a break room, bathrooms, a reception area, and an open office area. Work will also involve ceiling, flooring, finishes, plumbing, and electrical. Walen Construction is the contractor.
  • A $520,268 alteration permit was issued for 1839 N.E. 14th Ave. All floors of the Grace Peck Terrace apartment building will be remodeled. Work will involve installation of ductwork, grilles, wall heaters, exhaust fans, split-system heat pumps, condensing units, hood exhausts, fan coil units, bath exhausts, and electrical. Daniel Miranda Inc. of Vancouver, Washington, is the contractor.
  • A $13,221,173 alteration permit was issued for 1839 N.E. 14th Ave. All floors of the Grace Peck Terrace apartment building will be remodeled. Exterior work will involve replacing all windows, sliding doors, balcony guardrails, the entire roof, insulation, flashing, canopies, landscaping, perimeter fencing, benches, a ramp with handrails, sidewalks, the driveway, and more. Interior work will involve remodels of all apartments, and construction of new walls on the first floor to create an office, a vestibule, a mail room, a kitchen, a community room, a laundry room, a storage room, bathrooms, and a lobby area.   • A $527,233 alteration permit is under review for 4380 S. Macadam Ave. A tenant improvement is planned for suite 440 to suit Prologis. There would be minor demolition and construction of new walls to create a waiting area, conference rooms, a wellness room, a storage/IT room, focus rooms, a break room, a copy room, a flexible work area, and an open office area. Work would also involve ceiling, flooring, finishes, plumbing, and electrical. Chris Holbrook Construction of Vancouver, Washington, is the contractor.
  • A $633,761 alteration permit is under review for 1 S.W. Columbia St. Plans call for replacing a chiller in the parking garage and a centrifugal chiller in the mechanical room. Work would also involve finishes, piping, and electrical. Delta Connects Inc. is the contractor.
  • A $600,000 alteration permit is under review for 7000 N.E. Airport Way. A tenant improvement is planned for Portland International Airport’s Concourse C to suit Alaska Air Group. Existing walls would be demolished and new ones constructed to create crew areas, offices, a tool room, locker rooms, a break room, storage rooms, a changing room, and new exterior windows. Work would also involve ceiling, flooring, finishes, plumbing, and electrical. The primary contractor is out to bid.
