Early assistance is being sought for 2651 E. Burnside St., Portland. The proposal calls for a new food cart pod with 16 carts, a nearly 3,850-square-foot pavilion for dining, a restroom outbuilding, a trash enclosure and a parking lot with 18 spots. Eric Wenzel of Scott Edwards Architecture is the applicant and Jema Bitar Properties is the project owner.

Design Review (type 2 procedure) is pending for 2631 N.W. Upshur St., Portland. The proposal calls for a new 204,000-square-foot mixed-use development with 252 to 257 residential units and ground floor retail. The building would also include a roughly 56,700-square-foot below-grade parking garage, ground floor and rooftop common amenities. Existing buildings on the site would be demolished. Keri Erwin of Hacker Architects is the applicant and Upschur Acquisition is the project owner.

A Type 3 procedure is pending for 10225 S.E. Pardee St., Portland. Plans call for an existing plant nursery to extend to three lots. The residential houses on the site would remain and the back portion of the site would turn into the nursery with greenhouse structures. Kimberly Freeman of Clover Consulting is the applicant and Johnny and Tony Karam are the project owners.
