A weekly list of highlights from commercial land use review activity in Portland by the Bureau of Development Services in the prior week.

A 75-foot-tall, 150-foot-long U-box storage building is proposed for the site at 955 N. Columbia Blvd. (Portland Maps).

The proposal calls for construction of an approximately 176,000-square-foot addition to the Doernbecher Children’s Hospital. The addition would include a neonatal intensive care unit (NICU), labor and delivery, postpartum and antepartum rooms.

Design review (type 2 procedure) is pending for work on Interstate 5 near North Kerby Avenue. The proposal calls for widening northbound Interstate 5 between North Greeley Avenue exit ramp and the I-5/I-405 interchange. Work would include construction of retaining walls and a noise wall along Lillis-Albina Park.

Plans call for converting a dance studio into a church. All accessibility barriers would be eliminated.


A 257-unit, approximately 204,000-square-foot building is proposed for 2631 N.W. Upshur Street (Portland Maps).

Type 2 procedure (adjustment) – pending

An adjustment is being sought to increase the allowable height for a proposed 257-unit, approximately 204,000-square-foot building from 50 feet to 60 feet. Plans call for a below-grade parking garage (approximately 56,700 square feet), commercial spaces facing Northwest Vaughn Street, and ground-floor and rooftop common spaces. Existing buildings on the site would be demolished.

 


Julia West, a 12-story, 90-unit apartment building, is proposed for 522 S.W. 13th Ave. in Portland (Holst Architecture).

A 12-story apartment building proposed for Portland’s West End would include 90 units of permanent supportive housing for seniors, a rooftop terrace, a laundry lounge and on-site support services run by NARA Northwest and the Northwest Pilot Project.

Plans call for a change of occupancy of two to three floors of the six-story building. A renovation would create 24-36 units – a mix of studios, one-bedroom units, and two-bedroom units. Some could be live-work units.

 

 

 

 


A 381-unit, mixed-use development is proposed for a site along Northwest Quimby Street in Portland (Portland Maps).

Design review (type 2 procedure) – pending
Address: Northwest Quimby Street
Applicant: Marcus Lima of GBD Architects and Michael Burkin of Greystar Development West LLC
Owner: Hoyt Street Properties LLC

Design review is pending for a 381-unit, mixed-use development along Northwest Quimby Street. Pearl Block 24 would include a 20-story tower and a four-story building above a shared, three-story podium. There would also be a 299-space parking garage both above and below grade. The building would feature ground-floor commercial space, a residential lobby, and amenity spaces as well as walk-up residential units along a new private extension of Northwest 12th Avenue. Earth Advantage gold certification is being targeted.
