Raimore Construction is set to soon begin transforming Mill Park in Southeast Portland.

The Portland City Council on Wednesday accepted a city procurement report recommending award of a construction services contract with a guaranteed maximum price of $8.98 million for development of the park.

Raimore Construction will serve as construction manager/general contractor. The project team also includes owner Portland Parks and Recreation and landscape architect Mayer/Reed.

In 2021, Portland City Council approved an ordinance that authorized use of an alternative contracting method to select a CM/GC for the project. A contract for preconstruction services with Raimore Construction took effect in March 2022.

The Mill Park construction project covers slightly more than 6 acres near Southeast Mill Court and Southeast 117th Avenue, east of Mill Park Elementary School. The surrounding neighborhood is mostly single-family homes and multifamily housing complexes. The park will serve 1,440 households, a staff report states.

鈥淭he existing park contains an informal walking trail and several mature trees but is otherwise undeveloped,鈥� Portland Parks and Recreation project manager Robin Johnson Craig said during last week鈥檚 council meeting.

Development of Mill Park will produce a playground, a fountain, a community garden, a picnic shelter and tables, a chinlone/volleyball court, a Portland Loo, a fitness area, paved paths and more.

The project has received $13.22 million in total funding, which includes $6.5 million in system development charge money for Phase 1, $3.9 million for Phase II, and $2.8 million for Phase III.

Raimore Construction is a Portland-based minority-owned general contractor. Over 80 percent of Raimore employees are people of color.

At least 25 percent of the project will be performed by subcontractors, Chief Procurement Officer Biko Taylor said. Raimore anticipates that approximately 60 percent of the work performed by subcontractors will be tackled by firms certified by the Certification Office for Business Inclusion and Diversity.

A $5.2 million new construction permit for the project is under review.

Construction is scheduled to begin in August. A grand opening is expected in fall 2024.
