Building permits issued for Oct. 23-29, 2023

• A $1,300,000 addition permit was issued for Portland International Airport, at 7000 N.E. Airport Way. Work will involve shop drawings and engineering for the terminal core redevelopment project. Chad Charvat of Faster Permits is the applicant, the Port of Portland is the project owner, and Hoffman Skanska LLC is the contractor.
• A $577,906 addition permit was issued for Portland International Airport, at 7000 N.E. Airport Way. Work will involve assembly of metal stairs for the terminal core redevelopment project. Mikaela Christman of Faster Permits is the applicant, the Port of Portland is the project owner, and Hoffman Skanska LLC is the contractor.
• A $723,000 new construction permit was issued for the SW Park Apartments, at 2059 S.W. Park Ave. There will be a revision to the foundation plan and changes to structural, civil and architectural plans. Ralph Tahran of Tahran Architecture & Planning LLC is the applicant and Rowen Rystadt of Park Avenue PSU LLC is the project owner. The primary contractor is out to bid.
• A $1,859,371 new construction permit was issued for 311 N.E. Graham St. Work will involve construction of a three-story, 29-unit apartment building with associated site work, a detached trash enclosure and bike parking. Mike Coyle of Faster Permits is the applicant, Graham Street Properties LLC is the project owner, and Mark Lisac (Lisac Brothers Construction) is the contractor.
• A $930,000 demolition permit is under inspection for the Columbia Boulevard Wastewater Treatment Plant, at 5001 N. Columbia Blvd. Plans call for demolition of an S-tank pit structure and related tanks. Neither the applicant nor the project owner was listed. Kiewit Infrastructure West is the contractor.

Building permit intakes for Oct. 23-29, 2023

• A $780,000 addition permit is under review for 5000 N. Basin Ave. A tenant improvement for an existing tenant would involve a partial change of occupancy from storage to building. An interior addition for the new mezzanine would include offices, a kitchenette and privacy booths over existing storage space. A portion of first-floor storage space would be converted to two offices. Matt McCourt of Kerry W. VanderZanden Architect PC is the applicant, Premier Press and Pep Printing are the project owners, and Five Star Builders is the contractor.
• A $1,200,000 new construction permit is under review for 3800 N.W. St. Helens Road. A new equipment compound would include a concrete pad, a fence, and various fueling equipment. Also, a $500,000 new construction permit is under review for a new compressed natural gas fueling canopy and associated site work. Jimmy Toetz of Fiedler Group of Pasadena, California, is the applicant and Triton West LLC of Houston, Texas, is the project owner. The contractor was not listed.

Facility permits issued for Oct. 23-29, 2023

• A $674,000 alteration permit was issued for KOIN Tower, at 222 SW Columbia St. A sixth-floor (suite 600) tenant improvement will involve demolition of walls and construction of new ones to create a reception area, offices, a hospitality area, storage rooms, a break room, a production room, conference rooms, a wellness room, an IT server room, a copy/​print area, and open office areas. Work also includes ceiling, flooring, finishes, plumbing and electrical. Emily Feicht of Ankrom Moisan Architects is the applicant, KC Venture LLC is the project owner, and Chris Holbrook Construction LLC is the contractor.
• A $1,263,274 alteration permit was issued for Kaiser Permanente, at 3800 N. Interstate Ave. Work will involve replacement of the roof and installation of fall protection anchors. There will also be plumbing and electrical work. Lilian Duey of Total Mechanical of Camas, Washington, is the applicant, Kaiser Foundation Health Plan of the Northwest is the project owner, and Steve Paschal of Balfour Beatty Construction of Goldsboro, North Carolina, is the contractor.
• A $579,824 alteration permit was issued for Legacy Emanuel Hospital, at 2801 N Gantenbein Ave. A first-floor tenant improvement will involve seismic controls for plumbing and piping. Tony Gloria of Harder Mechanical Contractors is the applicant and Emanuel Hospital is the project owner. The contractor was not listed.
