The Portland City Council on Wednesday voted to accept an approximately $5.4 million bid from Turner-based ORR Inc. for the NE 6th Drive Pump Station project. City staff will now prepare a contract for construction.

The pump station is on Northeast聽Sixth聽Drive, near the intersection with Northeast Vancouver聽Way, in the East Columbia neighborhood. The 45-year-old pump station has exceeded its anticipated useful life, according to a city report. Upgrades will ensure the facility conforms with current Bureau of Environmental Services standards, the report stated.

Plans call for installing new equipment, including pumps, a wet well, a control building, electrical infrastructure, and a standby generator. Additions will include a force main inspection and cleaning tool launch station, a valve vault and an on-site air release valve.

ORR Inc. submitted the lowest responsive bid. The Native American-owned firm, certified by the state Certification Office for Business Inclusion and Diversity, intends to perform 67.1 percent of the work itself.

ORR Inc., the report stated, has committed to subcontracting approximately 4.4 percent to the following firms: Anderson鈥檚 Erosion Control; Brothers Concrete Cutting, C & C Flagging, Kodiak Pacific Construction Co., Miller Factors; and MJE Industrial.

The winning bid did not meet the city鈥檚 aspirational goal for 20 percent of subcontracts to go to COBID-certified firms. ORR Inc. did not receive the requisite number of sub-bids from such firms, according to Biko Taylor, the city鈥檚 chief procurement officer.

鈥淥n the surface, it doesn鈥檛 look like we met our aspirational goal, but cumulatively, 70 percent of this project will be completed by COBID-certified contractors,鈥� Taylor said, noting ORR Inc.鈥檚 COBID certification.

ORR Inc. plans to subcontract 28.4 percent of the work to the following noncertified firms: AKS Engineering & Forestry, Alpine Abatement Associates, Bryan R. Green, Earth Dynamics, Five Star Electric, Kraft Masonry, Pacific Foundation, Santiam Heating & Sheetmetal, TGC Structural, and Willamette Fence Co.
