Pre-application conference – pending

The proposal calls for improvements to the Elk Rock Pump Station. Work would involve a generator and its housing, stormwater management, wet well reconfiguration, and building and structural improvements. The pump station is immediately adjacent to the Willamette River and presents notable risk of sanitary sewer overflow during wet weather flows. Upgrades to the pump station would both increase pumping capacity and minimally expand storage capacity to mitigate risk. A greenway goal exception is required because the pump station is not considered river dependent or river related as required for development within the 50-foot river setback.

Plans call for construction of a new three-story, courtyard-style multifamily building. There would be 32 on-site parking spaces, a ground-floor community space and 40 residential units along a single loaded corridor.


Middle housing subdivision – application

The proposal calls for a final plat for the four-lot subdivision approved through the middle housing land division.

The primary goals of this voluntary restoration project are to reconnect portions of the historic floodplain to Johnson Creek, reduce flooding and erosion, improve water quality, increase habitat for ESA-listed fish species, and enhance riparian wetlands and forests. To provide fish habitat, large wood would be installed, scour pools would be created, floodplains would be widened, and current elevations of banks would be lowered to provide access to side channels and high flow refugia. To accommodate wider floodplains, two culvert adjustments would be made: one beneath Southeast 45th Avenue and one beneath Southeast Harney Street.

Plans call for demolition of an existing above-grade retail structure and the existing sky-bridge, renovation of the below-grade area, and construction of a two-story multipurpose structure with loading at grade. The project would involve approximately 67,000 square feet, including the basement. Stormwater would be handled with a green roof and mechanical exception. A property line adjustment to the northern property line would be handled with a separate application.

Plans for Carolina Trunk call for a large diameter replacement. Additional discussion is needed on wetland (close to Interstate 5) impacts and mitigation measures.
