A weekly list of highlights from commercial land use review activity in Portland by the Bureau of Development Services in the prior week.

Type 1x procedure (re-plat) – pending 
Address: 8235 N. Kerby Ave.
Applicant: Colleen Nichols of Livermore Architecture & Engineering
Owner: Howser Steel and Bonnie Rae Howser

Plans call for the re-plat of the site into one parcel, demolition of several buildings, the addition of a building, construction of right-of-way improvements, and street vacation.


Type 2 procedure (adjustment) – pending  
Address: 11044 S.W. 61st Ave.
Applicant: Vitaly Sukhanov of Provision Group LLC of Vancouver, Washington
Owner: Performance Build LLC of Battle Ground, Washington

Plans call for construction of five townhome-style condos. The project team is requesting an adjustment review to increase the building coverage from 50 percent to 54.2 percent (2,656 square feet). On-site stormwater management with a planter would connect to the proposed storm main extension.


Type 2 procedure (adjustment) – pending

Owner: Kaiser Foundation Health Plan of the Northwest

M. Carter Commons is proposed by Northwest Housing Alternatives and the Urban League of Portland as a six-story, 63-unit affordable housing development for seniors. The project, funded by the Portland Housing Bureau, would be served by an elevator. The ground floor would hold a resident community room, management and residential services offices, three residential units, and a courtyard. An electrical room, trash service, and loading would be on the alley side of the ground floor. Water room access would be from Overlook Street. There would be a courtyard with an outdoor area for residents, a transformer, and a generator. Stormwater management would be via a private drywell system.


Type 1x procedure (historic resource review) – pending  
Address: 1218 S.E. Hawthorne Blvd. 
Applicant: John Weil of Weil Architecture Studio
Owner: Karen Cooper and Sidney Cooper Jr.

A new, detached outdoor canopy would be installed over existing, outdoor seating at 1212 S.E. Hawthorne Ave. The canopy would replace a nonconforming covered structure at the site. The canopy would be a steel structure with wood joists, partially covered to protect diners from rain. No new impervious surfaces would be added. Existing planter boxes, which capture 100 percent of roof runoff, would be retained for the new structure.

Applicant: Stephen Effros of Portland Public Schools
Owner: School District No. 1

The Jefferson High School modernization will be designed for an average student capacity of 1,700 students. The focus school will need additional space to support dance and theater programs as well as expanded community partner programs. Plans call for construction of a facility with approximately 330,000 gross square feet. Two possible development strategies would utilize portions of the site either on the north or south ends of the Killingsworth-Street-to-Alberta-Street block.
