The Portland Bureau of Transportation has released plans for construction of sidewalks, pedestrian safety improvements and new, smooth pavement along 2.5 miles of 82nd Avenue 鈥 from Northeast Fremont Street to Northeast Schuyler Street, and from Southeast Mill Street to Southeast Foster Road.
With the Portland City Council鈥檚 approval this spring, construction would start this summer on the $55 million 鈥淢ajor Maintenance鈥 project, which is within the 鈥渃ritical fixes鈥 portion of PBOT鈥檚 $185 million, multiyear Building a Better 82nd program.
Design drawings and plans are 60 percent completed and available for public review, following nine months of public engagement,聽safety and traffic analysis, and design. The Major Maintenance project is the largest of several projects that PBOT is planning for the corridor through 2026, according to a press release.
The project team includes design consultant KPFF and construction manager/general contractor Raimore Construction. Subcontractors include Vega Civil Engineering, Salazar Architect, NNA Landscape Architecture, and others.
Corridor safety upgrades are geared to serve some major community destinations, including McDaniel High School, the Jade District, and the Eastport Plaza Shopping Center. Also, access to TriMet鈥檚 72 bus line will be improved.

Planned project work includes: replacing the pavement curb to curb in key areas and rebuilding the outer two travel lanes; rebuilding or replacing traffic signals as well as updating signs and street markings; installing pedestrian signals, bicycle signals (at neighborhood greenways) and median refuge islands; installing median islands and separators in areas with a high crash history; planting approximately 250 trees; updating or replacing 200 curb ramps; and building or upgrading 15,000 linear feet of sidewalk.
Over the past year, PBOT has updated the project design in response to outreach and discussions with businesses and community groups. That includes creating additional areas for left turns and providing trees with more space to grow and thrive. The medians will be fully excavated down to the soil, and the entire median island surface between the curbs will be landscaped with ground cover and shrubs. Trees will be set back at least 25 feet from crosswalks with wider median refuges to maintain visibility for pedestrians.
In December 2023, the 82nd Avenue Business Association voted to endorse the 82nd Avenue Major Maintenance project based on PBOT鈥檚 business outreach work and the modifications proposed in the 60 percent design draft.
Over 10 years聽(2012-2021), according to PBOT, 14 people died in traffic-related incidents and 122 people were seriously injured in crashes on 82nd Avenue south of Lombard Street within Portland. Of those, more than 90 percent of the traffic deaths and two-thirds聽of the serious injuries were suffered by pedestrians or bicyclists, or people in motor vehicles turning left or crossing at locations without signals, PBOT stated.
