The city of Beaverton will seek a construction manager/general contractor (CM/GC) for its Southwest 209th Avenue pump station project.

The city鈥檚 primary source of water comes from the Joint Water Commission water treatment plant and eventually arrives at a fluoride facility at 3350 S.W. 209th Ave. There, fluoride is injected into the pipeline, the city states in a staff report. A new pump station building will be constructed on this site.

The facility will facilitate transfer of potable water from two sources 鈥 the Joint Water Commission plant and the Willamette Water Supply system 鈥 by boosting water during low pressure conditions and adjusting flows as needed by blending and regulating the two water sources, city project engineer Sergey Dezhnyuk stated during a meeting on Feb. 6.

Although the site has a Beaverton/Aloha address, it鈥檚 considered part of Washington County and not within Beaverton city limits, city project engineer Dezhnyuk stated in an email. Land use permits will be sought from the county.

The approximately $7.9 million project includes construction of a seismically resilient building to house new booster pumps, fluoride and chlorine booster station improvements, construction of a connection to city water transmission mains, civil site work, and electrical, mechanical, and plumbing work.

A competitive request for proposals process will be used to select a CM/GC, but the city will consider various criteria and not only price. The benefits of the CM/GC process include early risk identification and community outreach and procurement of materials, increased design efficiency, and value engineering to reduce cost.

The city鈥檚 project staff includes Dezhnyuk, interim city engineer David Winship, and water operations manager Dan Graff. Kennedy Jenks is providing design engineering.

At this point, less than 30 percent of the project鈥檚 design is completed.

Dezhnyuk stated in an email that the project team anticipates advertising for the CM/GC within a month.

鈥淎fter closing of bids, there will be a review process and I would anticipate an award to occur within two months of the bid closing,鈥 Dezhnyuk stated.

The CM/GC is expected to be brought on by this summer, with construction activities expected to begin in December. The estimated completion date is January 2026.
