The Portland City Council on Wednesday accepted the $15.9 million bid of Eugene contractor Brown Contracting Inc. to perform improvements on Southwest Fourth Avenue.

This project is part of the Portland Bureau of Transportation鈥檚 (PBOT) Central City in Motion plan. Work will include reconstructing and repaving Fourth Avenue from Southwest Lincoln to Burnside streets, adding a protected bikeway along the west side of Fourth Avenue from Caruthers to Burnside streets, and adding a bus and turn lane between Sheridan and Mill streets that give priority to buses and people turning into driveways or cross streets. Crews also will construct safer crosswalks and curb ramps as well as a bus stop platform at Fourth Avenue and Hall Street, improve or add new traffic signals, and update streetlights.

The project was designed by Kittelson & Associates with Darren Hippenstiel as the consultant project manager and Gabriel Graff as the PBOT project manager. Emerio Design served Kittelson & Associates as a sub-consultant.

Brown Contracting has committed to subcontract 20 percent of the work to firms certified by the state鈥檚 Certification Office for Business Inclusion and Diversity (COBID), the city鈥檚 chief procurement officer, Biko Taylor, said during Wednesday鈥檚 meeting. Those COBID-certified subcontractors include Eugene William Construction LLC for pipe work; IMN Traffic Specialties LLC for traffic control; JTWA Trucking LLC for trucking; Anderson鈥檚 Erosion Control Inc. for landscaping; Cartello Construction for signs; CBK Constructors LLC for handrails; and Kodiak Pacific Construction Co. for asphalt.

Brown Contracting will perform 47.6 percent of the work. The remaining 32.4 percent will be performed by Prairie Electric (electrical) and Specialized Pavement Marking (striping).

PBOT has funds budgeted in the current fiscal year and the 2024-2025 fiscal year for construction, inspection, and management of the project. Sources include voter-approved gas tax revenues from PBOT (鈥淔ixing Our Streets鈥� program), maintenance funds, transportation system development charges, and contributions from TriMet and Prosper Portland.

Construction is scheduled to begin this spring and finish by fall 2025.
