A weekly list of highlights from commercial land use review activity in Portland by the Bureau of Development Services in the prior week.

Type 3 procedure (conditional use) – application   
Address: St. Johns Library, at 7510 N. Charleston Ave.
Applicant: Leslie Cliffe of Bora Architecture & Interiors
Owner: Multnomah County Library District

The 800-square-foot addition from the 1990s would be removed and replaced by a 2,950-square-foot addition. The parking lot would remain but be slightly reconfigured. Stormwater would be handled via underground dry wells.


Type 3 procedure (historic resource review) – application 
Address: 6325 S.E. Division St.
Applicant: Brett Horner of Portland Parks & Recreation
Owner: city of Portland

Work would involve installation of 84 light poles within Mt. Tabor Park and four additional light poles in the Southeast Taylor Street right-of-way.


Type 1x procedure (historic resource review) – pending  
Address: 6 S.W. Third Ave. 
Applicant: John Wright of Wright Architecture 
Owner: Pink Pink Inc. of Edgewood, Washington

Work would involve alterations to an existing theater, including interior renovations involving the bar and restrooms, and a small expansion of the mezzanine area. The seating area would be converted to provide table seating on existing seating platforms. The stage would be renovated to include a backstage area for performers. An accessible restroom and theater seating would be added. The building is a non-contributing resource in the Skidmore/​Old Town Historic District.


Type 2 procedure (design review) – pending  
Address: 301 S.E. Morrison St. 
Applicant: William Neburka and Amanda Eller of Evident Architecture Office
Owner: Walt and Pam Pelett Trust 

Work would involve an interior renovation of an existing restaurant, bar and support spaces on the ground floor, and the basement of the three-story unreinforced masonry building. Exterior modifications would be minor. Stormwater work will be done on soakage trench.

Applicant: Kyle Andersen of GBD Architects
Owner: Walt and Pam Pelett Trust 

Plans call for modifying the loading dock entry, which would require removal and replacement of precast concrete. A new sectional, translucent loading dock door is to be determined. Work also would involve removing an existing street tree and increasing the width of the curb cut to match the new opening.


Type 2 procedure (adjustment) – pending   
Address: 1001 S.E. 135th Ave. 
Applicant: Patt Komar of David Douglas School District
Owner: School District No. 40

David Douglas School District proposes a 43,000-square-foot building addition to the David Douglas High School campus to provide additional space for Career and Technical Education (CTE) programs. Approval is sought for adjustments involving non-conforming bicycle parking and screening requirements.


Type 2 procedure (adjustment) – pending   
Address: 4033 S.W. Canyon Road
Applicant: Travis Ruybal of Portland Parks & Recreation
Owner: city of Portland

Work would involve installation of replacement signage at Washington Park (three signs – all larger than 10 square feet).
