A weekly list of highlights from commercial land use review activity in Portland by the Bureau of Development Services in the prior week.

Type 3 procedure (design review with modifications) – pending    
Address: Northeast 25th Avenue (within the 97232 zip code)
Applicant: Jason Jones of Ankrom Moisan Architects
Owner: SP Jade II LLC of Seattle

An approximately 28,334-square-foot parcel would gain a building with 160 market-rate apartments, associated ground-level residential amenities, and 116 below-grade parking spaces. The total gross building area would be approximately 212,250 square feet. There would be five levels of wood-framed construction over two above-grade levels and two below-grade levels of concrete. Foundations would be concrete slab-on-grade and traditional mat footings.


Type 2 procedure (adjustment) – pending

Plans call for construction of four new townhome-style condos. An adjustment review is requested to increase the lot coverage by over 50 percent. On-site stormwater management would be via a dry well or infiltration trench.

An adjacent property user, Bridge City Steel, is seeking to purchase this lot for additional workspace and parking. The existing lean-to would be demolished to allow construction of a 5,000-square-foot building for metal fabrication and welding. Also, bathroom space would be added to the existing building, and some drainage problems at the back of the lot would be corrected.

Limited exterior changes are proposed for Veterans Memorial Coliseum. Six modifications are requested.


Pre-application conference – pending

A proposed expansion would consist of a surface parking area and a six-car, solar-powered carport as well as a 4,000-square-foot classroom/​residential building. A type III conditional use review is required because the cumulative square footage on the site will increase by more than 25 percent and a condition of approval from a previous land use review remains in effect. That condition requires the applicant to demonstrate compliance with several standards through a transportation study, an examination of street improvements and dedications, an examination of sanitary sewer and stormwater drainage, a report on the on-site and off-site methane gas monitoring system, and a site review.


Type 1x procedure (historic resource review) – pending   
Address: Paris Theatre, at 6 S.W. Third Ave. 
Applicant: John Wright of Wright Architecture 
Owner: Pink Pink Inc. of Edgewood, Washington

An interior renovation would include the bar and restrooms as well as a small expansion of the mezzanine area. The seating area would be converted to provide table seating on existing seating platforms. The stage would be renovated to include a backstage area for performers. An accessible restroom and theater seating would be added. Exterior changes would include replacement of the existing doors, and the addition of windows. A painted wood-panel wall finish would be in line with street-level openings from buildings of this vintage. The existing marquee structure would see its appearance improved and any nonworking lighting and neon replaced. This is a non-contributing resource in the Skidmore/​Old Town Historic District.

Plans call for modifying the loading dock entry, which would require removal and replacement of precast concrete. A new sectional, translucent loading dock door is to be determined. The work would also involve removing an existing street tree and increasing the width of the curb cut to match the new opening.
