Type 3 procedure (environmental review) – pending    
Address: NW Leif Erikson Drive (within the 97229 zip code)
Applicant: Melissa Cowen SFPP LP of Houston, Texas
Owner: city of Portland

Plans call for inspection and necessary repairs of a petroleum products pipeline within an area of Forest Park. Repairs may include replacing joints between segments of pipe and/​or replacement of full segments of pipe between neighboring joints. Anticipated disturbance includes soil excavation and clearing of vegetation (mowing of grass, clearing of understory vegetation and digging of ferns to be salvaged for replanting) as well as selective minor pruning and tree removal where joints are blocking access or are in proximity to proposed joint excavation areas. Work is proposed to occur this spring with replanting activities scheduled for the fall.


Type 2 procedure (adjustment) – pending

Owner: Tri-County Metropolitan Transportation District

TriMet proposes to exceed minimum long-term bike parking space requirements but requests an adjustment to the required long-term bike parking locations and dimensions for the Gateway Transit Center and Gateway Park-and-Ride garage.

Plans call for 16 new, two-story residential buildings (10 fourplexes, four duplexes and two single-family homes), site amenities (bike storage, trash enclosures, mailboxes, a playground and outdoor living spaces), 58 surface-level parking spots, and a new connection at North Minerva. Drywells will be utilized to infiltrate stormwater runoff from the site.

Address: 7600 N. Willamette Blvd. 
Applicant: Trena Espie of EM Architecture 
Owner: Modern Homes LLC 

Plans call for a proposed 23,551-square-foot, 34-unit three story apartment building with a basement. The project includes required dedication on North Edgewater Street.


Type 2 procedure (design review with modifications) – pending 
Address: 1038 SE Cesar E. Chavez Blvd. 
Applicant: Leslie Cliffe of Bora Architecture & Interiors 
Owner: Multnomah County Library District

Plans to modernize the Belmont Library call for removal of the 2,455-square-foot addition from the 1990s and replacing it with a new two-story, 12,400-square-foot addition. The parking lot and other site improvements will be reconfigured. Stormwater management would be via underground drywells.
