Construction of a new sewer pump station, sewer force main and associated gravity conveyance mains is advancing in Bend. Crews began work in July.

Progressive design-build firm Slayden Constructors is leading the city project with civil engineer Parametrix contributing design and Taylor Northwest serving as general contractor. Slayden is building the pump station while Taylor Northwest is building the pipelines.

The Bend City Council adopted the Southeast Area Plan in 2021 and identified a need for expanded infrastructure within the area. A new pump station will increase overall sewer capacity. The 479-acre area was brought inside the urban growth boundary, explained Jason Suhr, principal engineer for the city of Bend and an engineer for the project. The area is bordered by Ferguson Road to the north, Southeast 27th Street to the east, and Knott Road to the south.

鈥淚n order for it to be brought within city limits, the property owners need infrastructure,鈥� Suhr said. 鈥淲hat the city is doing is provide a regional sewer solution for all the properties within this area; otherwise, each property (owner) would have to build their own pump station.鈥�

The project will help initiate development of the area, Suhr said, whether it is residential, industrial or commercial. Crews are constructing 8,300 feet of gravity mains to serve the pump station. The pump station will have a capacity of 1,500 gallons of water per minute. Also, a force main will have a discharge pipe of about 5,500 feet.

The total project cost is approximately $26 million. Up-front costs are being covered by the city via sewer rates within its Capital Improvement Plan, Suhr said.

鈥淲e are looking to have some developer participation in cost sharing or cost recovery,鈥� he said.

As development happens within the area, the city is looking to have a supplemental System Development Charge (SDC) assessed to each property. Each property鈥檚 SDC would be paid at the time of application for the development.

The project team will go before Bend City Council on Oct. 16 to discuss the potential SDC amount.

Construction of the pump station and pipelines is scheduled to finish in October 2025.
