The proposed project would replace the existing Burnside Bridge with a new movable bridge in approximately the same location, with a similar length and deck height as the existing bridge. The project includes additional pedestrian and bicycle access improvements in the vicinity.

Final redevelopment of a portion of the site includes the development of three separate buildings of affordable housing, a large public open space and multiple outdoor areas; and limited auto parking and site improvements, including improved stormwater and preservation of mature trees located onsite and within the right of way as post-dedication. Plans call for replacing exterior stairs and balcony railings to meet current building code for access and safety and providing a new fabric awning at the upper apartment entry/​balcony. It will also involve removing the deteriorating wood canopy for safety reasons, as well as applying fiber cement board over masonry walls, filling all joints and painting for a continuous smooth wall finish.

A new 10,000-square-foot, one-story retail building is proposed at the southeast corner of the site, adjacent to both street lot lines. The existing 37,000-square-foot grocery store will be split into two or three tenant spaces with a new facade treatment. Rainwater from the new roof area will be treated by a stormwater planter and either disposed of on site or detained in an engineered facility.
