Construction crews are preparing to break ground Dec. 19 on a five-story, 63-unit affordable housing development in Tigard.

Owner/developer Community Partners for Affordable Housing (CPAH) is developing the 66,372-square-foot building, Woodland Hearth, at 7595 S.W. Torchwood St. The site is in a residential neighborhood near the Tigard Triangle, which is surrounded by Interstate 5 and state highways 99W and 217. Development in the urban renewal area is increasing not only housing density but also mixed-use community spaces, parks and greenways.

LRS Architects is designing Woodland Hearth and Colas Construction is serving as the general contractor. The team also includes civil engineer Janet Turner Engineering, structural engineer VALAR Consulting Engineering, and landscape architect PLACE.

The complex will have five studios, 18 one-bedroom units, 17 two-bedroom units, 19 three-bedroom units and four four-bedroom units. Twenty-four of the units will be for households with incomes up to 30 percent of the area median income and 22 will be permanent supportive housing units supported by services such as rental assistance. All others will be for households with incomes between 30 percent and 60 percent of AMI.

The L-shaped building鈥檚 exterior will feature three materials: metal wall panels in blue, high-density fiber cement panels in gray, and metal chevron-shaped panels in silver, CPAH spokesperson Jerry Morales stated in an email. Vinyl tilt-and-turn windows will be installed throughout the building and storefront windows will be added in select ground-floor locations. Solar panels will be placed on the flat roof.

A community garden will be south of the building鈥檚 southern wing.

鈥淢ost community outdoor amenities are provided in between the south wing and the east wing,鈥� Morales stated.

In addition to the community garden, amenities will include a community room with a full kitchen and an adjoining plaza with an outdoor grill, a children鈥檚 play structure, and outdoor seating.

A second outdoor gathering area will be created near the building鈥檚 north side, in a less congested area, Morales stated.

The total project cost is approximately $48.8 million. That will cover required infrastructure upgrades, including a right of way extension of Southwest Torchwood Street that includes a street improvement, construction of stormwater and sewer lines, and construction of a utility maintenance accessway for the city of Tigard, according to Morales.

Currently, the team expects construction of Woodland Hearth to finish in August 2026.
