For 25 years, Andre Baugh has built a strong reputation in the design and construction industry as a skilled problem solver and dedicated project manager. As owner of Group AGB Ltd., he leads a consulting firm specializing in diversity management for infrastructure projects, including bridges, roadways, light rail, and streetcars. Group AGB is known for developing and implementing diversity policies, ensuring contract compliance, and supporting disadvantaged, minority, women, and emerging small business (DMWESB) firms. The firm has a proven record of exceeding diversity goals by partnering with owners, major construction firms, and government agencies to monitor and report on diversity outcomes.

Baugh also has held leadership roles with key organizations, including ODOT, Multnomah County and TriMet, where he managed complex project planning, workforce initiatives, DBE programs and community benefit projects. Notable accomplishments include the TriMet Interstate project, developments with ODOT, and Portland鈥檚 Tilikum and Sellwood bridges, as well as the county courthouse. These projects have empowered minority communities to have a voice in development and have set a high standard for community involvement.

For the past 11 years, Baugh has served on Portland鈥檚 Planning and Sustainability Commission, including two years as vice chair and three as chair. During his tenure, he has been a steadfast advocate for inclusivity, championing opportunities for women and minority-owned businesses in project implementation.

His leadership has fostered diverse workplaces, supported apprenticeships, and opened pathways for minorities and women to gain essential industry skills – boosting economic growth and driving competition. His efforts have helped minority-owned companies become major competitors, with some increasing their contracts from $100,000 to millions.
