Early assistance – application

The project consists of an office improvement of two previously connected two-story concrete and masonry buildings, with a new interior connecting stair, skylight, partitions, plumbing fixtures, mechanical units, and ground floor storefront replacement. Stormwater will be disposed through the existing hard-piped sewer connection from the roof drain.

The project is a proposed alteration of an existing commercial retail building. The site is currently a fuel service and retail use structure, with modifications to the retail component only. No work with the fuel distribution is associated with this proposal. The work will include a new exterior walk-in cooler, along with associated concrete slab and covering, exterior screen walls, revised storefront and entry location and new exterior cladding. The interior layout will be revised to accommodate the changes. The proposed landscaping in the northeast corner of the site would capture the new roof area, as well as any additional capacity the area can meet. The existing stormwater mitigation is proposed to remain as-is, to capture the existing conditions and any stormwater above the capacity of the new landscaping.

The applicant proposes TriMet power substation structure upgrades and replacements. Existing structures would be enlarged, keeping the existing foundation in place. A meeting is requested to determine design review criteria to be met and what the land use process looks like on the site. The structure is located under the on-ramp for the steel bridge adjacent to 123 NW Flanders Street. Materials include plans for the steel bridge site and location identifications for the other central city locations (but plans have not been developed yet). Structure changes for the other central city locations will be similar to the structure changes at the steel bridge.

The proposal is for tenant improvements to an existing building. It includes a minor change of use, replacement of the exterior storefront system, replacement of the roof and new exterior signage.

Plans call for repairing or replacing an existing restaurant that was damaged by fire with a Panda Express Chinese kitchen restaurant, utilizing the existing drive-through.

Hey Eugenia 42nd is a proposed affordable housing multi-family building with 11 one-bedroom apartments and one studio for tenants at or below 60 percent of median income level, as well as a small retail building at the street frontage. This is an OHCS funded project. Due to existing grading, there will be an accessible ramp from the row to the residential building which will connect to accessible routes to two visitable units accessed from grade/​ground floor. The remaining units are above grade accessed by stairs. There are two compact outdoor areas between the residential and retail buildings for tenants’ use. Stormwater will be managed via an underground injection facility (drywell) at the property line.
