Building permits issued for Jan. 27-Feb. 2, 2025

  • A $500,000 new construction permit was issued for 2050 N.E. Pacific St. Aluminum storefront systems and attachments are planned for the Dairy Apartments. Ethan Mutal of Path PDX is the applicant, NBP Sunshine NE LLC is the project owner, and Path PDX LLC is the contractor.
  • A $900,000 new construction permit was issued for 1640 S.W. Yamhill St. Window wells will be constructed on levels 21-24 of the half-block residential tower. Raeziel Casas of Turner Construction is the applicant, Press Block Tower LLC is the project owner, and Brian Sabom (Turner Construction) is the contractor.
  • A $2 million alteration permit was issued for 1120 S.W. Third Ave. Plans call for reconfiguration of the new south stair entry/exit vestibule, the addition of a curtainwall and security glazing at the arcade of the west elevation, and the addition of security gates and exit doors. Jesse Emory of LRS Architects is the applicant, the city of Portland is the project owner, and Kevin Kelly (Fortis Construction) is the contractor.
  • A $2,946,926 alteration permit was issued for 10800 S.E. Washington St. Interior and exterior updates will include roof repairs, creation of a secure entry, finish work, creation of a new mechanical enclosure, and construction of a new detached trash enclosure. Nathan Arnold of Faster Permits is the applicant, David Douglas School District is the project owner, and Steve Paschal (Balfour Beatty Construction) is the contractor.
  • A $2,210,000 alteration permit was issued for 2921 S.E. 116th Ave. Interior and exterior updates will include installation of siding, application of finishes, installation of a walk-in cooler and a walk-in freezer, construction of a new restroom and a new secure vestibule, and replacement of backflow assembly.   • A $5,150,000 alteration permit is under inspection for 7000 N. Cutter Circle. A complete remodel of the 24,000-square-foot office building is planned. Construction will create new open offices, enclosed offices, meeting rooms, a large multipurpose space, break rooms and restrooms. Also, a new roof will be constructed, and a new storefront will be installed along the south face. There will be a new patio, including a gas firepit. Neither the applicant nor the project owner is listed. R&H Construction is the contractor.

  • An $810,696 alteration permit is under review for 819 S.W. Oak St. Plans call for a remodel of the second floor to accommodate new mechanical equipment, new walls and a door. William Davidson of Salas O’Brien of Seattle is the applicant, AT&T Communications of the Pacific Northwest is the project owner, and Allen Sandven (Roebbelen Contracting of El Dorado Hills, California) is the contractor.
  • A $1,618,738 new construction permit is under review for 3745 S.E. Division St. Plans call for construction of a three-story, 20-unit apartment building. Associated sitework would include an entry plaza, private patios, a trash enclosure, a bike room, storage space, and a common area on the first floor. Nicholas Papaefthimiou of Design Research Office is the applicant, Division 37 LLC is the project owner, and Dan Muresan (JF Construction Co. of Lake Oswego) is the contractor.
  • A $1,400,000 new construction permit is under review for 7813 S.E. Luther Road. Plans call for construction of a pre-engineered metal building on an existing concrete slab and associated sitework. The new building would include a mezzanine with a break room, a locker area, a storage room, and office rooms below. Gravel would be removed and new native groundcover (featuring approved species in the environmental overlay zone) would be added. A chain-link fence would be relocated. Samantha Thornton of CIDA Inc. is the applicant, SB Northwest Investments LLC is the project owner, and Doug Berger (PHI Construction) is the contractor.

Facility permits issued for Jan. 27-Feb. 2, 2025

  • A $610,407 alteration permit was issued for 808 S.W. Campus Drive. A tenant improvement is planned for the fourth floor of Oregon Health & Science University’s Kohler Pavilion. Revisions will involve linear accelerator equipment and structural attachments. Also, a new fan coil and ductwork will be installed. The work will also involve ceiling, flooring, finishes, plumbing and electrical. Chip Larson of PKA Architects is the applicant and the Oregon State Board of Higher Education is the project owner. The contractor is not listed.
  • A $1,140,000 alteration permit was issued for 4805 N.E. Glisan St. A PET/CT replacement is planned in the basement at Providence Portland Medical Center. Walls will be demolished and new ones constructed to create a restroom, patient hold rooms, a control room, and a PET/CT scan room. A patient lift will be installed, and a cardio exam room will be remodeled. The work will involve medical gas, ceiling, flooring, finishes, plumbing and electrical. Ray Person PKA Architects is the applicant, Providence Health & Services-Oregon of Renton, Washington, is the project owner, and Michael Carrigg (Andersen Construction) is the contractor.
  • A $9,340,119 alteration permit was issued for 1211 S.W. Fifth Ave. A tenant improvement to suit Schwabe, Williamson & Wyatt will take place on floors 16-19. Walls will be demolished and new ones constructed to create offices, open office areas and hallways. The 17th floor will gain a phone room, an entry area, an IT storage/work room, a server room, a coffee area, a file storage room, and a records room. The 18th floor will gain conference rooms, a restroom, storage rooms, an A/V room, a closet, a mail/print room, a catering kitchen, and a break room; also, the reception area, elevator lobby, restrooms and shower room will be remodeled. The 19th floor will gain a shower room, a copy room, a switch room, phone rooms, a coffee area, a storage room, a wellness room, a meeting room, a lounge, a bar area, and a workroom; also, restrooms, the elevator lobby and connecting stairs (with handrails) between floors 17 and 19 will be remodeled. The work will also involve ceiling, flooring, finishes, plumbing and electrical. Clare Goddard of Ankrom Moisan is the applicant, TR Pacwest LLC of Chicago is the project owner, and Shelton Davis (Lease Crutcher Lewis) is the contractor.

The work would involve ceiling, flooring, finishes, plumbing and electrical. Neither the applicant nor the project owner is listed. Reimers & Jolivette Construction of Tualatin is the contractor.
  • A $631,611 alteration permit is under review for 2525 S.W. First Ave. A tenant improvement for the OHSU Fbb Partnership Project is in the works for the first floor.
