David Evans and Associates, a Portland-based professional services consulting firm, has acquired Elcon Associates, an electrical and systems engineering firm with offices in Oregon and Washington.
Elcon specializes in energy, water and wastewater instrumentation and control systems, aviation and port facility systems, and rail systems engineering, including traction power, overhead contact systems, signals, and systems integration. The acquisition will enhance DEA’s expertise in the energy market and strengthen its presence throughout the Pacific Northwest.
As part of the integration, Elcon鈥檚 offices in Beaverton as well as Tukwila and Lynnwood, Washington, (and their approximately 30 employees) will become part of DEA. The expansion will increase DEA鈥檚 number of employees to approximately 1,050.

DEA, founded in 1976, is an employee-owned firm. Its staff includes engineers, surveyors, hydrographers, planners, landscape architects and natural resources scientists. DEA won the American Council of Engineering Companies of Oregon鈥檚 2025 Project of the Year Award for the Interstate 5 over Southwest 26th Avenue Bridge Replacement project. The company also has won awards for its work on the John Lewis Memorial Bridge in Seattle, the Ilani Casino Resort parking structure in Ridgefield, Washington, and SoFi Stadium in Inglewood, California.
Elcon opened its Portland office in 1975. Its clients have included the Bonneville Power Administration, U.S. Army Corps of Engineers, and TriMet. The company also worked with the city of Sherwood on a new water treatment plant, and with the Portland Water Bureau on a Bull Run project. Elcon was profiled in the 91视频鈥檚 2020 Milestones magazine when it celebrated its 45th anniversary.
