Money available for affordable housing preservation projects

The Portland Housing Bureau (PHB) has issued a request for proposals for affordable housing preservation projects; up to $23.2 million in capital funding is available. Proposals are due by 3 p.m. on April 29.

Proposals are invited from owners of regulated affordable multifamily properties with 20 or more units that were constructed prior to 2010. Eligible properties are limited to those in the PHB’s portfolio or Oregon Housing and Community Services’ portfolio. Awards may be used to increase energy efficiency, add renewable energy improvements, and complete rehabilitation work including health, fire, and life safety repairs and improvements that modernize the building, increase livability for residents, and extend the useful life of the housing asset.

The Spring 2025 Preservation RFP offers up to $6.7 million in federal Community Development Block Grant (CDBG) funds, up to $4.5 million in federal HOME Investment Partnership Program (HOME) funds, and up to $12 million from the Portland Clean Energy Community Benefits Fund (PCEF) according to a press release.
