Plans call for construction of a six-story, 59-unit building with wood framing above a concrete podium. The housing units – a mix of studios and apartments with one, two or three bedrooms – would be for people earning no more than 60 percent of the area median income. There would be a ground-floor community room, shared outdoor space, a combination of shared and in-unit laundry spaces, and support office space.

Plans call for construction of a five-story, 78-unit building with approximately 79,425 gross square feet. All units – four studios, 39 one-bedroom apartments, and 35 two-bedroom apartments – would be affordable housing. The building would serve as Sabin CDC’s main office, including resident services and community manager offices. The ground floor would also have a community room for residents as well as a service-learning center for Sabin CDC staff and volunteers. Central laundry rooms, bike storage and a shared outdoor area would also be amenities. Stormwater would be conveyed to a private dry well and infiltrated on-site.

Owner: Evangelical Lutheran St Paul Church of East Portland
The Metropolitan Youth Symphony (MYS) plans to buy and occupy the building owned by St. Paul Lutheran Church. MYS seeks to change the building’s use to community service so that it can use the space for rehearsals, classes, summer workshops, performances, and administrative offices.
