Plans call for installing a field area network (FAN) wood pole for the Eastport substation. All ground-level equipment would go within the existing control enclosure. The wood pole would be a radio frequency site, which would communicate with equipment for increased safety, reliability, and efficiency of the electrical grid. The proposed five-story affordable housing development would have 30 apartments with one, two or three bedrooms each, a community room, offices, and support space to serve the building. The approximately 7,175-square-foot property curves along its western edge to follow the bend in the street. The site abuts an alley to the east, a pocket park to the north, and another commercial/mixed-use-zoned lot to the south. No parking would be provided on site. Stormwater would be infiltrated via a dry well system on site. A street vacation is requested.

Plans call for demolition and replacement of an air handling unit and associated HVAC equipment (interior penthouse). A new outdoor intake hood and relief louvers would be installed. Existing relief air fans would be demolished and an existing opening (exterior penthouse) would be capped.

The property was acquired by PGE in 1968 and is partially within the boundaries of the Willamette River Greenway adopted in the 1980s. The project includes the following elements: replacement of poles No. 264, 265, and 266; and installation of new poles No. 71 and 72. All the proposed work and associated tree removals would take place within the Willamette River Greenway. Ground disturbance is expected to be less than 1 acre in total. No permanent impacts requiring coordination with federal or state agencies are expected. Construction is anticipated to occur outside the nesting season in 2025.
