A renovation is planned for Ruth Haefner Plaza – a single-building affordable housing property serving seniors and people with disabilities. The team will look to create accessibility to pedestrian pathways as well as an accessible route from the deck to adjacent outdoor amenities. Fanno Creek runs through the northwest corner of the site. Roughly 5,360 square feet of the northwest corner – including a portion of the existing deck, the existing gazebo and existing storage shed – are located within the Fanno Creek zone AE floodway.

Address: 4841 N.E. Martin Luther King Jr. Blvd.
Applicant: Gabe Dominek of Deca Architecture
Owner: BH-OR RE MLK 4841 LLC
The proposed project is for the construction of a single-story building on an empty 5,000-square-foot lot. There would be no parking and an easement to share a trash enclosure and stormwater facility with the lot to the north. The building would house residential behavioral health services with 16 beds (no cap on stay) and single-use bathrooms. A roof deck would provide outdoor space for the residents.
Type 1 procedure (historic resource review) – pending
Address: 281 W. Burnside St.
Applicant: James Clark of Old Town Community Association
Owners: Union Gospel Mission and Pink Pink Property LLC of Edgewood, Washington
The Old Town Lantern Project involves the installation of cables across streets with lights and lanterns hanging from the cables on five blocks in Old Town. This is phase 2 of the project that began with completion in 2024 of a single block on Northwest Third Avenue between Northwest Couch and Davis streets. A galvanized, braided cable will span between buildings, with light strings and lanterns attached to the cable. A building attachment will have negligible impact to existing historic facades: two half-inch holes will be drilled through the exterior-facing material to allow long bolts to be inserted and anchored to the structure, then sealed to weatherproof it. Structurally securing the bolts to masonry or wood structure will involve access from behind the facade on the building’s interior or behind the parapet. For brick facades, holes will be at mortar joints only. Mounting plates on building facades will be painted to match facade colors.
Type 1 procedure (design review) – pending
