Type 2 procedure (conditional use) – pending               
Address: 1820 N.E. 21st Ave.
Applicant: Karen Lange of ORANGEWALLstudios
Owner: Central Lutheran Church

The Central Lutheran Church is for sale and the Portland Youth Philharmonic (PYP) is in the due diligence phase of a potential purchase. PYP intends to use the building as the main facility for all classes and rehearsals and some concerts throughout the year. Building upgrades would largely be tied to accessibility, safety and any code noncompliance. Spaces would be used much like they were when they served a church. Existing restrooms would be retrofitted to meet accessibility requirements, and an accessible restroom would be added to the basement level. The main sanctuary would receive updates to lighting, HVAC, acoustics, and audio-visual equipment as well as selected finishes. Site changes would be limited to landscape buffers, street trees, bicycle parking, and the trash enclosure. All work would be done with respect to the historic nature of the building and site.

Plans call for construction of a 30-foot-by-40-foot prefabricated metal building to serve as an auto repair shop.

Address: 610 N.W. 17th Ave.
Applicants: New Cingular Wireless PCS (AT&T) of Tualatin and Phillip Kitzes of Centerline Communications LLC of Maple Valley, Washington
Owner: Hoyt 17 LLC

A new wireless facility is proposed for the existing building’s rooftop. The equipment would include antennas, radios, GPS, batteries (emergency backup), a cabinet, and other items necessary for site operations. All areas would be screened with fiber-reinforced polymer matching the color and texture of the building’s facade.

A new residential building is proposed via the OMSI Master Plan by Edlen & Co. and Hacienda CDC. The building would be no taller than 85 feet and have approximately 104 affordable housing units. Plans call for new pedestrian pathways, extensive landscaping and innovative systems on display. Stormwater management would factor in landscaping and be integral to design.

The proposal calls for track improvements and backflow preventer upgrades.


Type 1 procedure (design review) – pending
Address: 315 S.W. Fifth Ave.
Applicant: Joshua Lupkin of SERA Architects
Owner: CareOregon

The proposal is for the installation of three vent pipes to serve a diesel fuel tank for the emergency backup power generator in the below-grade parking garage. There would be two 4-inch-diameter pipes and one 2-inch-diameter pipe – all straight with a 45-degree bevel to manage moisture infiltration. A metal screen would be used to mitigate critter access and bird nesting. The vent’s finish would be stainless steel to match the existing generator exhaust pipe finish.

Address: 338 N.W. 23rd Ave.
Applicant: Cameron Kraus of Gensler
Owner: GM 23HQ LLC

Tenant signage is proposed for a previously approved historic review, including four illuminated building-mounted blade signs, and one illuminated sign above the tenant’s entry. Additionally, there would be printed text on the replacement awning fabric. This is a non-contributing resource in the Alphabet Historic District.


Type 2 procedure (design review) – pending
Address: 5515 S.E. Milwaukie Ave.
Applicant: Kyle Andersen of GBD Architects
Owner: Marvin La Porte

The proposal is for a six-story residential building with approximately 243 units and associated parking. Five-over-one construction would allow for tall ground-level units with partial mechanized parking and screened surface parking behind. The upper level would include a shared terrace and a residential amenity. The building would be broken into three distinct elements – the first, in the center, would hold the elevators, an entry lobby with views through to the bluff beyond; the second, to the south, would have a setback at 45 feet and be anchored by two vertical stacks of units; and the third, to the north, would be five-over-two and have lofts within units. Stormwater would be discharged through on-site dry wells.
