Here is a weekly list of highlights from commercial land use review activity in Portland by Permitting & Development in the prior week:

June 23-29, 2025

• Early assistance is being sought for a project at 4920 N.E. 42nd Ave. Plans call for constructing a new building for day care use on the same site as the existing building. Lorraine Guthrie of Lorraine Guthrie Architect is the applicant and Pequenitos Child Care is the project owner.
• Approval is being sought for a preliminary development plan at 4508 N.E. Wygant St. The developer seeks to divide a site with an approved fourplex into four lots. Alex Koval of Koval Holdings LLC of Oregon City is the applicant and Koval Holdings LLC is the project owner.
• Early assistance is being sought for a project at 339 S. Sweeney St. A renovation is planned for the three-story office building. Currently, a tenant improvement is sought for the third floor. Future projects may include exterior alterations and other tenant improvements. Two Jon’s Landing LLC of Sheridan, Wyoming is the project owner. The applicant is not listed.
• Early assistance is being sought for a project at 5441 S.W. Macadam Ave. A renovation is planned for the three-story office building. Currently, a tenant improvement is sought for the third floor. Windows would be replaced within the existing openings. Future projects may include exterior alterations and other tenant improvements. Nathan Day of Hacker is the applicant and Two Jon’s Landing LLC of Sheridan, Wyoming is the project owner.
• A type 2x procedure (land division review) is pending for a proposal at 9531 S.E. Tenino Court. The developer seeks to divide the site into six lots. An existing house on lot 1 would be preserved. A new private street is proposed to provide access and frontage to all lots. Sarah Radelet of Strata Land Use Planning is the applicant, and Endura Construction LLC of West Linn and RSW Building LLC of West Linn are the project owners.
• Approval is being sought for a preliminary development plan at 6908 S.E. Brooklyn St. The developer seeks to divide a site with an approved cottage cluster development into six lots. Emily Sandy of Strata Land Use Planning is the applicant and Kernel Development LLC is the project owner.
• A type 2 procedure (historic resource review) is pending for a project at 1925 N.E. 19th Ave. Plans call for replacing original aluminum-framed windows and sliding glass doors in a 17-unit apartment building constructed in 1964. Also, a new exterior trash enclosure would be constructed and metal screens would be installed for mechanical equipment. John Brehm of Forming Architecture LLC and Sean Moreland of Star Metro Properties are the applicants, and Park Irving LLC is the project owner.
• Early assistance is being sought for a project at 4601 S.E. Cesar E Chavez Blvd. A renovation of the five-story, 80-unit apartment building and site improvements are planned. The owner is seeking to add outdoor gathering spaces, site walkways and pathways to connect residents with additional locations, and better driveway/parking access for residents. Updates to the building’s exterior would be with consideration of the facade as well as neighborhood context. Rocco DeBrodt of Home Forward is the applicant and Housing Authority of Portland Oregon (Home Forward) is the project owner.
