The project is a planned unit development for nine townhouse units with attached garages and a shared court. The proposal would adjust the 20-foot-wide common outdoor area to 15 feet wide and each unit will have its own private outdoor area. The units are all a maximum of 30-feet high.

A pre-application conference will discuss redevelopment of the existing high school site. The new high school building will be designed for an average capacity of 1,700 students and a total anticipated gross square footage of 295,000 square feet. The building is anticipated to be three stories with a partial lower level to the west and an overlapping four-story element as the building form steps down the sloping site. The new school building will be constructed while students continue to occupy the existing school building, so the project will be developed in several phases and some of the features of the site, such as a practice field, baseball field and tennis courts, will be relocated to facilitate the phasing. The community swimming pool operated by Portland Parks & Recreation will remain in the center of the site.

The applicant is proposing a 72-unit multifamily affordable housing apartment building with affordable commercial space and ground floor interior and exterior tenant amenity spaces provided. The project is on a corner lot abutting a local service traffic street (Northwest 25th Avenue) and a neighborhood collector (Northwest Vaughn Street). On-site parking is not required nor provided. Private property drainage shall be infiltrated on-site. The drywell design flow is calculated using the Santa Barbara urban hydrograph method. The drywell system will be accessible for maintenance/​repairs by a manhole lid within the adjacent paved area. The project is requesting an adjustment review of the required loading space. One standard B loading space is required. While not stated, the code implies that loading zones are to be provided on the project site and meet setbacks and landscaping.

An existing elevator penthouse requires modifications to comply with the current code for the overhead clearance of proposed new elevator hoist equipment. The roof needs to be raised approximately 5 feet, 8 inches to allow for the 7-foot minimum vertical clearance. The old metal siding would be replaced with cement board panels. The footprint is unchanged. The added wall height adds approximately 220 square feet of new wall area. This is a contributing resource.

The ATM will be installed against an inactive swing door on the existing storefront, which is a non-porous tile surface. The ATM is going to be covered by an exterior canopy and building overhang.
