Type 1 procedure (historic resource review) – pending

Applicants: Tiffany Swift and Matt Kelly of the Portland Bureau of Transportation 
Owner: 1547 CRS-Pittock Block LLC of Matawan, New Jersey

Plans call for connecting overhead lighting to the Pittock Block’s east facade over Southwest Ninth Avenue between Harvey Milk and Washington streets. This overhead lighting is planned for a new street plaza on Ninth Avenue (Darcelle XV Promenade) to supports the future activity in Darcelle XV Plaza.

The proposal is for construction of an eight-story, 120,000-square-foot building with 143 affordable housing units. The building would ascend to 84 feet as calculated by the zoning code. Construction would be type IA on levels 1-3 and type IIIA on levels 4-8. Nineteen ground-floor parking spaces would be accessible from Southeast Pine Street. Stormwater would be managed on-site via an eco-roof.

Portland General Electric proposes to develop permanent access to replace a power pole along Marquam Trail as well as maintain poles and their associated transmission lines following adverse weather events. The work would occur in areas zoned as open space and environmentally protection overlay zones.

Plans call for designing and constructing a bicyclist and pedestrian bridge, multi-use trail, and at-grade railroad crossing connecting Chimney Park to the St. Johns Landfill Bridge, in North Portland. The bridge would provide a neighborhood connection for bicyclists and pedestrians to safely cross Columbia Boulevard as well as access to existing and future regional trail connections to the north.

Owner: Holy Rosary Church of Portland

Holy Rosary Church and the Western Dominican Province have conducted an analysis of the density yield and design strategies for four properties under their control: blocks 62, 67, 68 and 211. On Block 68, a new building would replace three existing ones of service to the parish and community (the Rosary Center, Siena Hall and Aquinas Hall). Block 62 would gain affordable housing, while Block 67 would gain market-rate housing. The interrelationship of the new buildings and the remainder of the Holy Rosary holdings have been modeled to show a campus master plan.

The proposal is for renovating the seven-story, 65-unit low-income apartment building as well as performing mechanical upgrades. Proposed improvements would be limited to replacement and structural repair of the sidewalk along Southwest Park Avenue, a new roof and rooftop mechanical systems, a new rooftop photovoltaic solar system and replacement of light well windows.
