Plans call for construction of a six-story apartment building with a ground-level, structured parking garage. The proposal calls for 125 housing units.


Type 1x procedure (historic resource review) – pending
Address: 831 N.W. 23rd Ave.
Applicant: Nathan Arnold of Faster Permits
Owner: Munk LLC of Milwaukie

The applicant is proposing minor exterior changes and installation of new signage for a Dave’s Hot Chicken restaurant. The out-swinging exterior door would be replaced by an in-swinging door. An exterior pick-up window would be added, and the garage-service door would be restored to connect to the existing curb cut. This is a contributing resource in the Alphabet Historic District.

A residence hall designed for first-year students is planned for Portland State University. The site is along the south park blocks, in the heart of campus. The six-story, 124,000-square-foot building would have wood framing over a concrete podium.

Owner: Pacifica Calaroga Terrace LLC of San Diego

The proposal is to remodel the senior-focused residential facility into a market-rate multifamily building. It would hold affordable housing units in compliance with inclusionary housing regulations. The client plans to upgrade all major building systems, including mechanical, electrical, and plumbing, to meet code requirements. The work would involve replacing all windows and balcony sliding glass doors, as well as fully repainting the building’s exterior.
