The proposal is for construction of a seven-story, 71-unit affordable housing building with 22 parking spaces. There would be a mass-timber structural system over the concrete garage level. Approximately 2,000 square feet of affordable commercial space would be a food court. Resident amenities would include a seventh-floor community room and a south-facing deck as well as a social hub on each floor. The design also features radiant floor heating and cooling as well as rooftop solar panels to power common area systems. Stormwater would be routed through an infiltration area in the southeast corner of the site with overflow leading to the storm sewer system.

Plans call for retrofitting a maintenance building for diesel and electric buses to accommodate the maintenance of fuel cell electric buses. Additionally, the project team would create an exterior area for storing compressed hydrogen and hydrogen gas fueling equipment. Adjacent to this area, there would be a gravel pad equipped with water, power, and stormwater conduit and piping, allowing for the future addition of a green hydrogen production module.

Eight parking stalls would be provided inside the building at ground level (accessible via Southeast Pine Street). Stormwater would be managed on-site via an eco-roof covering 60 percent of the roof area or with flow-through planters.
