Plans call for renovating the exterior of an affordable housing building. The work would include replacing lap siding, windows, and shingle roofing. Steel window shades would be removed to replace the siding. The exterior deck would be removed. Site improvements would include stormwater system maintenance and landscape repairs. Ground-floor commercial storefronts and the masonry facade would be repaired as needed.

Plans call for renovating the exterior of an affordable housing building. The work would include removing packaged terminal air conditioner units, replacing windows, removing stucco siding and replacing it with fiber cement siding, and replacing fiber cement siding with a like-for-like product. Masonry would remain and be cleaned. Minimal site work would include renovating the trash enclosure. No work is proposed for the building’s interior or the commercial space. This is a non-contributing resource in the Eliot Conservation District.

A voluntary Central City Master Plan (CCMP) is proposed to establish a vibrant center of urban life for Northeast Portland with new residential, retail, institutional, and employment uses and a dynamic and connected public realm. The Lloyd Center CCMP will support redevelopment of the 27.1-acre mall site, including the Regal Cinemas parcel (across Northeast Multnomah Street from the mall), into 14 areas with approximately 7 million gross square feet of development, plus 6.18 acres of publicly accessible open spaces and new public rights-of-way. A flexible framework is proposed to allow redevelopment to unfold in increments based on market conditions. Stormwater runoff from the development areas will be mitigated via green roofs according to city requirements and on-site detention vaults equipped with flow control devices. Runoff from the new rights-of-way will be handled via stormwater treatment planters within the rights-of-way.

The proposal calls for a mandatory adjustment to design standards. SEI Mississippi Apartments, a five-story affordable housing building, would consist of 30 one-, two-, or three-bedroom units, a community room, offices and support spaces. It would be located at the junction of North Mississippi Avenue, Albina Avenue and Prescott Street. The property abuts a pocket park to the north, an alley to the east, and another commercial/mixed use-zoned lot to the south. No parking would be provided on site. Stormwater would be infiltrated via an on-site dry well system. This is a non-contributing site in the Mississippi Conservation District.

The proposal is for construction of a six-story (60,593-square-foot), 77-unit mixed-use building with on-site parking. Stormwater would be processed on site via dry wells. Adjustments are requested.

Plans call for modernization of the Cleveland High School campus across three separate lots. The main school lot would gain a new multistory building with classrooms, labs, a gym, a theater, a cafeteria, a courtyard, and bike parking. There would be 300,000 square feet of floor area. The stadium lot would gain a new field house and grandstand, a practice field, bike parking, and a storage building. There would be new landscaping, fencing, and a bike storage structure. Nineteen adjustments are being requested.
