The applicant is requesting determination that repairing 11 decks and one footbridge with supports in and along Crystal Springs will not require environmental review. The repaired supports will be the same size or smaller than the existing ones. They will be mended with similar materials, and all sound parts or elements will be retained, as determined by a licensed structural engineer.

Governor Tom McCall Waterfront Park has not received significant investment in many years. The bowl area, located north of Riverplace and the marina and south of Salmon Street Springs, is especially underutilized. In 2025, Portland Parks & Recreation received $750,000 from Metro via its 2040 planning and development grant program to address this need. A national design competition was launched to reimagine the bowl and create the foundation for future improvements to the entire park. This project, in combination with multi-bureau coordinated efforts, is one of the mayor’s priorities for downtown revitalization. Design teams are being invited to propose bold ideas that reflect Portland’s values and priorities. Through community engagement, a team will identify a preferred design that balances cultural heritage, ecological restoration, and public use. The project is expected to produce a design, a cost estimate, phasing and implementation strategies, and an economic analysis outlining feasibility.
