A new residential project within the OMSI Master Plan is planned by developers Edlen & Co. and Hacienda CDC. An affordable housing building with a maximum height of 85 feet would have 104 units. There would be a focus on community development with exterior programmed space to reconnect people to Portland’s waterfront. New pedestrian pathways, extensive landscaping and innovative systems are planned. Stormwater management would influence landscaping and ensure protection of the building. The design would highlight the site’s relationship with the Earth and water.

The proposal is for construction of four attached, two-story townhouses. A middle housing land division is proposed to divide the lot into four lots with one townhouse per lot. Two units would have two bedrooms and the other two would have three bedrooms. Stormwater would be managed via two drywells on site. No off-street parking is proposed. This is a non-contributing resource in the Piedmont Conservation District.

The North Park Blocks would extend onto three partially developed blocks north of Northwest Glisan Street and within the 2019 Broadway Corridor Master Plan development area. The three blocks would be divided into two sites for this project. Site 1 (Block 112), adjacent to the Pacific Northwest College of Art (PNCA), is an approximately 30,000-square-foot parcel extending from Glisan Street to Hoyt Street, east of Park Avenue. Currently the paved site is leased to PNCA for parking and event space. The proposed urban plaza would support the first section of the Green Loop in the North Park Blocks. Site 1 will be designed, permitted, bid, and constructed as part of this project. Site 2 is a two-acre property spanning two full blocks from Hoyt Street to Johnson Street. This site, owned by Prosper Portland, will support the future development of the Broadway Corridor neighborhood and the Green Loop. In accordance with the master plan, Portland Parks & Recreation will develop a 30 percent completed design and engineering package for the park parcel, including a two-block section of the Green Loop that will ascend 18 feet above Johnson Street at parcel 2 before continuing north to the Broadway Bridge. An additional requirement is to create a design guidelines document for the Green Loop through the North Park Blocks extension and Broadway Corridor including design goals, materials standards, wayfinding and signage, user experience, and operations and maintenance.
