Chad Maxwell, principal construction project manager at Consor, has built a 30-year career in the construction industry that began on job sites alongside his father after high school and evolved into a leadership role shaping major infrastructure projects across Oregon and Southwest Washington.

After gaining hands-on construction experience, Maxwell pursued a bachelor鈥檚 degree in civil engineering at Portland State University. He launched his professional career as a transportation design engineer before discovering his strengths aligned better with fieldwork. He transitioned into construction inspection and ultimately construction management, where he combines technical expertise with leadership and collaborative skills.

Since joining Consor at the onset of the COVID-19 pandemic, Maxwell has played a pivotal role in scaling the company鈥檚 construction services team from three members in Oregon to more than 50 professionals across Oregon and Southwest Washington. His leadership during rapid change solidified Consor鈥檚 reputation as a trusted partner for the Oregon Department of Transportation Region 5 in Eastern Oregon and other key clients.

Maxwell led Consor鈥檚 efforts on the Boones Ferry Road Project, which won recognition as an American Public Works Association Transportation Project of the Year. The project delivered a full roadway reconstruction of nearly a mile through Lake Oswego鈥檚 business corridor, including undergrounding all overhead utilities. He managed delivery of Rockwood Package 1, a large water infrastructure project that constructed a new 6-million-gallon above-ground reservoir and rehabilitated an existing 4-million-gallon tank, allowing the Rockwood Water People鈥檚 Utility District to achieve independence from Portland鈥檚 water supply.

Maxwell oversaw construction of 310 ADA-compliant ramps across three highways and downtown Baker City as part of ODOT鈥檚 pilot ADA program. At Consor, he鈥檚 led transformative initiatives, most notably building and expanding ODOT鈥檚 ADA Construction Management Program. He improved project delivery through detailed constructability reviews that catch design issues early and reduce costly field changes. He also created a lessons-learned feedback loop, turning challenges into training modules that guide Consor staff and ODOT personnel.

Erica Rooney, public works director for the City of Lake Oswego, said Maxwell 鈥渂rings a unique balance of adherence to standards and problem-solving to his projects.鈥

Maxwell has presented at American Council of Engineering Companies, APWA and ODOT conferences. He serves as treasurer for his daughters鈥 soccer teams and volunteers at school sporting events.
